Raytheon Intelligence & Space (RIS) is seeking a candidate who will be able to source, negotiate, award, document and manage agreements for material and services.

The candidate will be expected to support the creation, implementation and management of various subcontract types (Cost Type, Incentive Type, Firm Fixed, etc.) with a specific focus on labor subcontracts across a diverse group of supplier partners. The effective team member will participate in the development of supplier Statements of Work (SOW) and assist with bidders conferences as required. The candidate will apply source selection techniques, assist with cost and price analysis, contribute to negotiation strategies and collaborate on negotiations that result in favorable outcomes for the company and its Customers. Executing to customer requirements including government regulations, public law and company policies and procedures is a core tenant of this role. The ideal candidate may be asked to participate in gate reviews and capture / proposal efforts, and be a part of the Supplier IPT. The candidate will help to facilitate relationships between the company and its suppliers. A basic level of experience utilizing project management skills and techniques (including EVMS) when managing suppliers is a requirement for the position. The candidate will also be required to provide inputs for the program supplier risk and opportunity management plans.
This requirement also requires you to support the program as a mid-level Material Program Manager (MPM). You need to be a meaningful leader with demonstrated ability to skillfully manage and be directly accountable for ensuring overall supplier performance. You must be a self-starter, capable of developing and achieving organizational and program goals, and must be able to successfully interface with all levels of internal administration, including supplier organization.

You serve for all of the programs supply chain activities as the liaison between the Program Manager(s), IPTs and other functional leads, and the Supply Chain organization. You are also responsible for the development, coordination, and implementation of all program material strategies, supply chain goals, and company targets. You will work closely with Engineering, Quality and Operations to create common schedules based on Material Requirements Planning (MRP). Responsibilities span from the front end of the business SCM activities through contract closure. We need a person who will be able to exert influence and have an effect on the overall objectives and long-range goals of the program and the program IPT team.

Key Responsibilities:

Create and track subcontract details in Excel, Word, and online databases, as required
Timely completion, entry, and submission of contractual documents online
Report generation and interpretation for customers and subcontractors
Timely responsiveness to customer and subcontractor inquiries
Implementation and modification of subcontracts and purchase orders
Daily communication of program needs and concerns
Ability to accept guidance, organize priorities, and follow through with a variety of tasks on a daily basis
Willingness to ask questions, research answers, and offer solutions

Requirements:

Must be US Citizen with CURRENT SECRET Security Clearance
Minimum 6 years supply chain experience is required
Experience working collaboratively with others within a diverse team environment and across multiple disciplines
Experience working in a dynamic environment where you planned, organized and prioritized your work
The ability to communicate effectively both verbally and in writing with internal and external customers
The ability to make decisions and resolve problems
Excellent working knowledge of Microsoft Office suite or similar software programs

Desired:

Experience supporting business and functional deliverables
Experience in supply chain, contracts or other business functions with transferable skills
Advanced degree in Business Administration, Supply Chain Management or other Business-related degree
Procurement or other experience in a DoD environment (FAR/DFAR)
Placement of Purchase Orders that are of medium to high complexity
Management of Firm Fixed Priced contracts in a compliant and effective manner
Management of Flexibly Priced contracts in a compliant and effective manner
Experience participating in or leading negotiations
Familiarity working with financials, including budgets and cost details
Perform Price and Cost Analysis
Project management skills
Working in a SAP based environment
Develop and utilize financial modeling
Ability to understand technical requirements of procured parts, including Statements of Work (SOW)

Required Education (including Major):

Bachelor Degree in Business Administration, Supply Chain Management or other Business or related degree.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
