GDIT has partnered with NASA to consolidate select Procurement, Finance, Human Resources and Information Technology activities from the ten NASA Centers into a single shared services center located at Stennis Space Center in southern Mississippi.

The NASA Shared Services Center (NSSC) mission is to provide timely, accurate, high quality, cost-effective, and customer focused support for selected NASA business and technical services.

GDIT has an opportunity at the NASA Shared Services Center (NSSC) for a Finance Manager to contribute to our success with budget and accounting support of the National Center for Critical Information Processing and Storage (NCCIPS). This person will also serve as the on-site supervisor for the budget and accounting staff supporting NCCIPS.

The Finance Manager will support the NCCIPS Business Services with all aspects of financial data analysis and reporting. This includes:
* Expert level knowledge of financial analysis, contract assessment, budgetary forecasting, research analysis, trending analysis, business case analysis, procurement support, and vendor and product assessment
* Summarizing historical utilization and cost data, preparing and coordinating customer data calls, analyzing historical costs and contractor estimates, preparing detailed estimates of NASA and contractor costs, calculating rates and calculating customer chargebacks.
* Tracking actual costs, preparing monthly plan vs. actual cost reports, government credit card reconciliation, reviewing contract change orders and preparing summary of financial impact, calculating and tracking net and accumulated operating results, and preparing summary presentations of budget and actual information for management and client reviews.
* Developing cost estimates, submitting purchase requisitions in SAP, ordering supplies/services, tracking procurements, and reconciling invoices.
* Prepare customer bills, supporting customer billing details, and IPAC schedules. Track customer funding and work with NASA accountants and customers to ensure advance funding levels remain adequate. Provide additional cost details by Customer in support of various monthly reports
* Prepare presentations and coordinate meetings with NASA management and customer points of contact
* Be responsive to Service Office Manager (SOM) directions, requirements, and initiatives, functioning as the PM's link to all NCCIPS activities and tasks
* Responsible for analyzing staffing needs and requesting approvals, posting job requisitions, participating in the hiring of NCCIPS employees, and recommending personnel corrective actions
* Supervises major organizational change on policy and directives and transition activities between the NSSC and various Center organizations and the Agency.
* Aligns individual performance expectations with organizational goals
* Develops performance goals collaboratively with their direct reports
* Ensures that performance goals are clearly communicated and current
* Provides fair, constructive, & timely feedback towards performance expectations & goals
* Provides assistance, guidance, and coaching support as needed
* Ensures that staff have professional development plans in place
* Conducting performance evaluations according to established systems and policies

Educational and Years of Experience Requirements:
* Bachelor's degree with 10 years of related experience
* Expert level knowledge and experience in financial management, budget and accounting practices and principles
* Applies expert knowledge on technical assignments
* Expert knowledge on Financial systems

Other Qualifications:
* Expertise in MS Office Suite, particularly Excel, PowerPoint, Word and Outlook
* Strong communication and interpersonal skills for communicating with internal and external personnel of all levels
* Strong organizational skills to balance work and prioritize tasks
* Strong skills in utilizing presentation and database software and preparing presentations
* Ability to keep sensitive and confidential material private
* Ability to work independently
