Job Description

POSITION SUMMARY:

                                           Overall, the position entails managing instrumentation and analyzer reliability at the Marathon Refinery in Anacortes, Washington. This includes budgeting for planned equipment replacements, troubleshooting existing issues, implementing new solutions and creating new reliability programs targeting longer run-times and safer operations. The position requires a large amount of teamwork, collaborating and interfacing with all departments of both the refinery, as well as various corporate entities.    

                                            KEY RESPONSIBILTIES:

                                            Listed below are the main responsibilities of the Instrumentation and Analyzer Reliability Engineering position:     

Responsible to site-leadership as the instrumentation and analyzer SME for Anacortes; troubleshoot operational equipment problems related to all instrumentation and analyzers.
Work with routine maintenance planners to retrofit existing obsolete equipment with modern, “like in-kind” designs while adhering to cost classification requirements.
Work collaboratively with multiple disciplines to analyze instrumentation and analyzer failure trends, conduct detailed root cause analysis; recommend and implement appropriate corrective actions to maximize equipment availability and reliability.
Develop and maintain site “Bad Actor” list for refinery to identify assets which impact production/reliability.  Identify and implement appropriate corrective actions.
Design instrumentation and analyzer improvement strategies to effectively close gaps and ensure alignment with long-term operational objectives, corporate specifications and conformity with industry standards and best practices.
Own and champion site procedures for inspection and testing of Mechanical Integrity (MI) covered equipment.
Provide technical assistance/troubleshooting assistance in resolving instrumentation and analyzer design, operation, and maintenance problems; contact internal and external experts as required
Utilize reliability tools such as failure evaluations, Root Cause Analysis, and cost analysis to improve reliability of instrumentation and analyzers.
Develop recommendations for equipment upgrades including financial justification (life cycle cost analysis) and assist in project development.
Conduct post-audits to measure the effectiveness of significant reliability related projects and activities.
Develop and review turnaround work lists and detailed work scopes for instrumentation and analyzers.
Lead multi-department investigation teams to solve recurring instrumentation and analyzer failures.
Provide leadership and decision-making skills during turnarounds and unplanned outages regarding repair solutions.
Provide technical expertise and support to capital project development.
Participate in Factory Acceptance Testing (FAT) for large capital projects.
Size and specify control valves, flow elements, pressure and temperature sensors, and confirm thermowell vibration analysis results.
Display a commitment to training and continuous improvement through innovation and mentoring of junior engineers, shop personnel, and interns.
Periodically review instrumentation and analyzer corporate specifications for potential improvement based on industry and site-specific experience.
Help establish equipment monitoring plans and control limits.
Help review and manage spare parts inventory ensuring all necessary parts are stocked for both existing and new (capital project) equipment.
Provide technical direction and support to Procurement group.
Support multiple Area Teams.
Champion Management of Change (MOC) for maintenance driven changes.
Ensure equipment repairs meet or exceed OEM specifications.

EDUCATION AND EXPERIENCE:

B.S. Electrical Engineering or similar engineering discipline required.
Minimum 5 years electrical, instrumentation, and/or analyzer engineering experience in heavy industry preferred.
Experience in refining or petrochemical industries, with maintenance/reliability experience preferred.
Strong Interpersonal leadership and collaboration skills essential.
Effective communication skills as this position will be required to mentor and build consensus throughout the refinery.
