Cost basis selection and taxes play a unique role in clients investment journey and is critical to advice methodology. In this role, you will lead a multi-faceted department with crew and leaders spanning across two Vanguard sites. The team is comprised of managers and specialists who provide critical tax resolution services to for our clients most complex issues, oversee the daily operations of cost basis processing, and explore ways to improve client outcomes through educational content. This role requires an experienced candidate with technical acumen and strong people leadership.

In this role you will

* Work with senior leaders throughout the division to navigate complex tax matters.

Additional duties and responsibilities:

* Manages staff, creating a strong team atmosphere. Conducts regular one-on-one and skip level meetings and provides guidance, training and motivation as necessary to develop staff. Hires evaluates and counsels personnel. Follows corporate disciplinary procedures per established Vanguard standards as required. Sets performance standards, review performance, provides feedback, recommends pay for performance rewards in accordance with all applicable human resource policies and procedures
* Leads and manages Retail Tax Reporting functions for the RIG division with teams across multiple domestic sites including Tax Reporting Services, Cost Basis Services, and Retail Tax oversight. Implements appropriate measures and reporting to control activities and/or functions that support the transfer agency and/or broker dealer (e.g.planning and executing annual tax form production to comply with IRS deadlines for both TA and BD investors, responding to investor requests for cost basis calculations and information, filings and oversight and compliance with IRS regulations.) Oversees vendor relationships with multiple external parties involved in tax form and cost basis delivery
* Oversees multiple end-to-end business processes to ensure compliance with SEC and FINRA regulations. Provides second-level interpretation of SEC and FINRA rules and regulations. This includes all aspects of change management, legal and compliance issues, service, operations interfaces with legacy systems, workflow and procedures, testing requirements, reporting budget, and benefits measurement.
* Reviews all applicable current and future regulatory requirements in order to ensure effective Written Supervisory Procedures (WSP) are in place. Enhances procedures commensurate with changes in market regulation. Utilizes the necessary FINRA securities licenses, acts as the Registered Principal Responsible for several WSP to ensure they are updated and followed. Ensures proper identification and training of delegates.
* Protects and enhances Vanguard's reputation through continued efforts to strengthen and improve tax reporting and services to clients. Partners with various Vanguard departments including Legal, Risk, and Compliance IT and our Retail Business segments to analyze and resolve potential compliance or complaint issues, to resolve issues in a timely and thorough manner appropriately balancing client service, risk, and legal considerations. Proactively monitors the regulatory landscape, and assesses impact to service offers, internal workflows and procedures. Ensures readiness for regulatory inspections and examinations. Managers vendor contracts with financial discipline, strong service levels.
* Directs and motivates Tax Reporting teams toward meeting overall business plan objectives and other desired results by developing and executing on strategy. Promotes cohesiveness and cooperation within RIG Ops and other RIG business partners; communicates and reviews all Vanguard crew policies to staff in a timely manner; follows up on implementation of policies to ensure that they are consistently applied.
* Demonstrates initiative and creativity in developing strategy plans and goals for Retail Tax; Assesses internal and external client needs as a basis for recommending service enhancements while addressing the regulatory and operational related risks that are inherent in our transfer agent and broker dealer operations. Seeks ways to control costs while minimizing reputation, regulatory, legal, and monetary risk to RIG, VMC, and Vanguard overall.
* Makes key decisions that help provide strategic direction for Retail Tax. Uses the necessary authority to help make these strategic decisions and oversee the business units.

An ideal candidate will have:

* An undergraduate degree or an equivalent combination of training and experience. MS/MBA preferred.
* Minimum of 8 years related business experience including five years of management/supervisory experience.
