This role reports directly to the Vice President of Business Development for Mission Systems (MiS). The role is responsible for leading the MiS Capture Center of Excellence (CCE) which serves as a resource across Mission Systems responsible to ensure the highest standards of excellence in our pursuit of critical new business. This role will provide functional and process expertise relating to Collins Pursuit, Order, Capture (POC) guidelines and will ensure POC best practices are leveraged across the entire Mission Systems organization. The CCE also supports the Military Avionics and Helicopters (MAH) business within Avionics.
Responsibilities:
This role has responsibility for the overall development of MiS POC processes and is also responsible for POC training and POC process adherence throughout all of Mission Systems. The role will provide subject matter expertise and proven leadership on winning new business in accordance with the Collins Business Acquisition Process (CBAP) and the Collins Management System (CMS). This role leads a diverse team of 25 capture managers, proposal specialists, competitive intel analysts and Price to Win experts to ensure Mission Systems delivers compliant, winning, on time competitive proposals. This role is viewed as an authority on winning competitive new business within the DoD environment. This role will partner with the Business Development Executives as well as the Portfolio VP/GMs on POC strategies, strengths, weaknesses and position-to-win plans for the most competitive pursuits across Mission Systems.

Basic Qualifications:
* Bachelors degree and 12 years of relevant experience OR
* Advance degree and 10 years of relevant experience OR
* In absence of a degree, 16 years of relevant experience is required
* Expert level knowledge of DoD/MoD acquisition policies, practices and procedures both within the United States and internationally
* Expert level knowledge of the Collins Pursuit, Order, Capture Process or in alternatively expert level knowledge of Shipley Business Development Lifecycle and POC practices
* Authority on Competitive Analysis, PTW, Black Hat and Color Team Execution (White, Blue, Pink, Red, Gold)
* Proven leadership experience leading large matrixed teams in a highly time sensitive environment

* Proven ability to lead cultural change and implement rigorous POC discipline across large, geographically diverse organizations
