Northrop Grumman Space Systems is looking for a Systems Engineering Manager to provide leadership within our Baltimore, MD team. This position will support the direction of new concepts and evaluate the applicability of key technologies within the Northrop Grumman Corporation Space Systems Sector Payload and Ground Systems Division and will report to the Systems Engineering Integration and Test department. The selected candidate will be responsible for execution of both a program role and functional management duties, as a dual-role manager. Functional management duties include: - Workload forecasting - Hiring/recruiting - Providing team leadership and engagement - Employee skill development and career growth - Yearly goal setting - Review and evaluation of employee performance - Compensation planning; monitoring of compliance with department processes and company values - Approving time charging and expense reports
Additional duties include interacting with business units to coordinate staffing and other program support (e.g. proposal support, proposal reviews, design reviews, customer meetings). It is anticipated that the split between program and functional duties will be approximately 80/20, on average. The selected candidate will clearly demonstrate strong leadership skills and will have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders. She/he will have an ability to operate in a team environment and collaborate across the business and operating units as required to accomplish team and department goals. Selected candidate will be focused on the development and integration of key technologies to shape solutions for the Payload and Ground Systems Division. The selected candidate may also perform technical planning, concept and requirements development, systems engineering leadership, make-or-buy decisions, verification and validation, cost and risk analysis, execution of work packages, and assessment of effectiveness.
The candidate will perform activities associated with dual role managers including:
- Organizing resources to support multiple tasks simultaneously and managing the execution of those tasks
- Providing oral and written communications on status and issues to internal and external customers, as well as NG Management team
- Ensuring projects have detailed plans and staffing is allocated efficiently, defining and monitors metrics to ensure projects are on track
- Generating and evaluating Systems Engineering inputs to proposals in support of space business area
- Assisting PMs with schedule and technical performance of projects and providing expertise regarding project documentation requirements; monitors adherence to project plans and schedules 39; performance
- Demonstrating strong oral and written communication skills, with the ability to communicate technical topics to management and non-technical audiences, as well as interface with the customer
- Reviewing status of projects and budgets; managing schedules and preparing status reports
- Coordinating technical activities with staff
- Proactively improving processes
- Anticipating issues or problems; working to mitigate or negate the anticipated effects of the problems
The successful candidate must be able to work from top-level system requirements to define and organize the detailed tasks/schedule/skills required to meet the requirements within cost and schedule constraints. Selected individuals are expected to provide oversight of technical approach and progress on programs.

Qualification
Basic Qualifications:
- 9+ years of experience with Bachelor 39;s degree or 7+ years of experience with Master rsquo;s degree to include 2 years of technical project lead experience leading high performance teams and managing multiple priorities with cost and schedule responsibilities.
- Previous experience with leading technical teams
- Must have active Top Secret Clearance
Preferred Qualifications:
- Space Systems Engineering development and analysis from Concept and Technology Demonstration Phase through Integration, Test, and Verification
- Have experience in the following activities: - Translating Initial Capability Document needs into mission level requirements, support requirement decomposition and documentation in DOORS database, developing system state transitions diagrams, mission use cases, sequence diagrams, activity diagrams, mission threads, network node diagrams, system architecture development and trade studies, fault management design, reliability engineering, algorithm development, signal processing, system performance modeling in MATLAB environment, system modeling in Artisan, configuration management using Clear Case, Clear Quest, KPP and TPM identification and tracking; risk management, mitigation planning and execution.
- Internal and external interface definition and verification, verification and validation test planning and execution, spares planning.
- Test readiness reviews, FCA/PCA preparation, verification execution and reporting, telemetry validation, support initial operations test planning and execution.
- Active SCI clearance is strongly preferred.
