Dow has an exciting opportunity for an HR Technology Lead for Contract Labor (CL.) This position can be located in Midland, MI (USA) or Houston, TX (USA).
About you and this role
The HR Technology Functional Lead is aligned to the HR function and manages core HR technology for Contract Labor programs at Dow. This role partners closely with the Contract Labor HR Lead, other HR Technology Functional Leads, IT partners, HR Operational Excellence, HR Employee Service Center, and Dow’s Managed Service (MSP) and Vendor Management System (VMS) partners.
Responsibilities
Establish digital controls to mitigate Contract Labor financial, physical security, and information security risks while delivering program efficiency and effectiveness.
Automate the contractor lifecycle for onboarding, time & expense, contract change and offboarding as well as reporting & analytics, data integrations, and risk and compliance management to maximize self-service and optimize HR service delivery.
Stay current with Contract Labor Administration and VMS features and provide subject matter expertise for the HR digital roadmap.
Define and manage the annual VMS technology project and enhancement portfolio.
Identify, prioritize, gather requirements, design, configure, and test VMS configurations and enhancements in an Azure Dev Ops agile environment with key partners.
Act as VMS Business Owner to manage vendor relationship including in-flight projects, SLAs, releases, enhancements, and long-term roadmap.
Manage test, staging and production environment control, uptime and performance, and releases with IT partners.
Identify, root cause, and resolve VMS technology defects with IT partners.
Partner with HR Integrations Functional Lead (peer) and IT in managing an interface and integration inventory.
Partner with HR Security Functional Lead (peer) in managing authentication, authorization, and access controls.
Partner with HR Reporting & Analytics Functional Lead (peer) in managing Contract Labor workforce standard and ad hoc reporting and analytics including Workday data ingestion and total workforce reporting.
Manage underlying business processes for mass data changes and mass loads.
Participate in HR technology risk management, audit, and compliance programs.
Provide subject matter expertise for HR master data management and contract labor reporting and analytics.
Provide technology support using ServiceNow case management in a tiered employee service center model for tier 3 escalated technology requests/tickets.
Qualifications
A minimum of a bachelor’s degree or relevant military experience at a U.S. E6 rank or Canadian Petty Officer 2nd Class or higher
A minimum of 8 years of relevant work experience
A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.
Preferred Skills
A degree in IT, Human Resources, or other relevant discipline
At least 10 years of relevant experience in Human Resources
Experience managing a Beeline or FieldGlass VMS solution in close collaboration with IT partners including self-service, security, reporting, data integrations/interface management, and service level management.
Experience leading systems development lifecycle for HR enhancement requests, configuration, and change requests ideally in Agile methodology.
Experience in HR master data management including the design and management of job data including transaction reason codes, job family and function, organizational/department hierarchies, and other critical HR data structures.
Experience defining and configuring digital contractor onboarding, contract move-change, offboarding/exit processing, ideally with a Managed Service Provider like Kelly OCG, Allegis or TapFin.
Experience creating, refining, and managing standard and ad hoc contractor reporting and data dictionaries. Experience with HR Data Warehouses or Data Lakes ideal.
Experience implementing Beeline or FieldGlass VMS in mid- to large-sized company.
Experience conducting contract labor workforce planning with an HR or Purchasing function.
Knowledge of HR data privacy principles and experience handling confidential HR data and records consistent with those practices.
Track record of leading courageously, delivering innovative solutions, and generating customer value.
