Job Description

POSITION OVERVIEW

The Environmental Coordinator (EC) reports directly to the Environmental Supervisor and supports the Environmental Department. The EC role develops and implements programs, policies, procedures, and processes in support of Sabine Pass’s environmental compliance strategies. The EC maintains a strong working knowledge of Air focused environmental regulations, permitting processes and how current and future regulations may impact operations at Sabine Pass.  

The EC is responsible for performing and/or overseeing environmental tasks to ensure compliance with Federal, State, and local regulatory requirements in support of business functions.  Duties may include, regulatory permitting, regulatory applicability determinations, managing source testing and monitoring activities, emissions determinations, developing and conducting environmental training, auditing, providing technical guidance to business units, preparation of presentations and technical reports, and interpretation of data. 

RESPONSIBILITIES AND ESSENTIAL DUTIES:

Responsible for annual emissions inventory report generation and submittal.
Generation and submittal of NSPS for Stationary Combustion Turbines bi-annual reports.
Compilation and submittal environmental monthly report to leadership team.
Alternate point of contact for initial spill/release agency notifications.
Assist in data gathering for semi-annual Title V reporting.
Data gathering for the generation of EPA greenhouse gas report.
Assist in air permit renewal/modification.
Attend and assist in air quality audits, internal and external.
Assist the Environmental Supervisor with accomplishing various tasks related to emissions determinations and calculations, environmental permitting, reporting, routine inspections, emergency response and participating in and overseeing environmental recordkeeping.
Provide oversight and training to ensure compliance with the requirements of applicable Title V Permits, rules, regulations and other Best Management Practices.
Conduct and/or oversee environmental testing and data collection required to comply with all Federal, State, and local environmental regulations, permits, and conditions/requirements.
Interface with Federal, State, and local agencies, and assist with the communication and coordination of company activities, including environmental inspections from Federal, State, local agencies.
Audit the management of environmental files and programs at the LNG terminal.  Document and report environmental conditions to the Environmental Supervisor as needed or as requested for environmental performance.
Provide environmental representation, training, guidance, and support to SPL business unit.  Ensure continuous reporting and compliance documentation to the Environmental Supervisor and support to the Environmental department staff. 
Support/manage response and remediation efforts involving minor spills and ensure notifications for environmental incidents/releases are made per regulation.
Conduct/participate in investigations of environmental incidents, and root cause analysis of environmental issues.
Inform and update Environmental Supervisor of any deviations related to permitting conditions or environmental performance.  Seek continuous improvement in alignment with corporate and facility performance goals.
Perform and support data entry into Compliance Management System and assist in development and maintenance of system sustainability programs as requested.
Assist in coordinating environmental training with the Training Department. Participate in terminal HSSE meetings. 
Collaborate/plan with various departments when necessary to ensure environmental compliance requirements can be met for proposed terminal modifications and capital projects.
Maintain a constant presence of environmental stewardship by always observing site conditions, awareness of local wildlife in the area, and enforcing good housekeeping practices throughout terminal facilities.

KNOWLEDGE AND SKILLS:

The EC possesses a general understanding of LNG (or other cryogenic hydrocarbon liquids) transportation, storage, and processing.  Additionally, an understanding of applicable federal, state, and local environmental laws, regulations, codes, standards, and permits required to construct and operate LNG terminals, including but not limited to: EPA, LDEQ, FERC, USACE, USFWS, USDOT, the Clean Air Act, Clean Water Act, Natural Gas Act, EPCRA, and SARA is required.  The EC must possess a general understanding of environmental and regulatory permitting in, local, state, and federal government agencies along with knowledge of air emission monitoring protocols, air compliance reporting, and emissions management.

EDUCATION AND EXPERIENCE

Education and Certifications:  Bachelor’s degree in applied science, Engineering, Environmental Science or other equivalent education and experience is preferred.  Must be CPR, First Aid certified, or can obtain certification, and have knowledge of emergency procedures.  Maintain valid certifications and training required to support job functions as applicable.  
Experience:  Five (5) years of progressive experience in environmental compliance in support of LNG, gas processing, large natural gas pipeline facilities, or petrochemical infrastructure facilities preferred.
Skills: 

Strong leadership and administrative abilities are required of the EC.
Exceptional written, verbal, and interpersonal communication skills across multiple levels. 
Organized and able to manage multiple activities and programs timely and with a high degree of accuracy. 
Exceptional problem solving and analytical skills. 
Exceptional regulatory interpretation and application skills.
Computer literate, including Environmental Management Systems Microsoft Office Suite consisting of Word, Excel, Access, and PowerPoint.

Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
Knowledge of air emission monitoring techniques, reporting and management preferred.

DIRECT REPORTS

There are no direct reports. However, the EC is considered a role model in setting the company’s environmental culture and developing similar environmental consciousness across all Sabine Pass employees. 

FREEDOM TO ACT

The EC has a high degree of aptitude in their field and requires moderate supervision. The EC will be empowered to recommend corrective actions as needed and will document the corrective actions employed that may have violated company policy or laws and regulations pursuant to facility regulatory requirements, permits, or authorizations.

WORK CONDITIONS

Periodic travel as business requires. 
While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type and write.
Must be able to board a ship via a gangway, climb to the top of a tank (200+ steps), scale vertical steel ladder up to forty feet or more in height, and lift and move objects weighting up to 30 pounds.
While performing the duties of this job, the employee will work indoors and outdoors, and be exposed to year around weather conditions, ocean environment, noise, and occasionally process conditions.
Specific vision abilities required include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Subject to drug and alcohol testing, per applicable federal regulations or as required by Cheniere.

LNG is natural gas in liquid form. It is produced through a refrigeration process that drops the temperature of natural gas down to -260 degrees Fahrenheit, at which point it converts to liquid, and its volume shrinks by 600 times, enabling global transport in LNG carriers. LNG is non-toxic and non-flammable. When burned, natural gas emits less carbon than coal and oil, with significantly less traditional air pollutants. Additionally, all mercury is removed during the LNG process.

Our facilities

Cheniere is operating, constructing, and developing two LNG facilities on the U.S. Gulf Coast. Cheniere’s Sabine Pass liquefaction project (SPL Project) is located in Cameron Parish in southwest Louisiana, and currently has five fully-operational liquefaction units, or “trains” as they are known in the LNG industry. A sixth train at the SPL Project has all necessary permits, reached FID in June 2019, and is nearly 40% complete. When all six trains are completed, the aggregate nominal production capacity of the SPL Project is expected to be approximately 27 million tonnes per annum (mtpa) of LNG.

Cheniere’s Corpus Christi liquefaction facility in South Texas is the first greenfield LNG export facility in the U.S. lower 48, and began operations in 2018. Train 1 and 2 are operating and Train 3 is expected to be fully operational in 2021.  When all three trains are completed, the aggregate nominal production capacity of the CCL Project is expected to be approximately 13.5 mtpa of LNG.

Our business model

Cheniere is a full-service LNG provider. We purchase natural gas from the robust, transparent, and liquid U.S. natural gas market in multiple states and Canada, process the natural gas into LNG, and offer our customers the option to load the LNG onto their vessels at our terminals, or we will deliver the LNG to regasification facilities around the world.

Approximately 80 percent of Cheniere’s expected aggregate LNG production capacity, either completed or under construction, is contracted through long-term agreements with investment-grade customers. The remaining volumes of LNG we can produce are available for our integrated marketing unit to sell into the market. That gives Cheniere the unique combination of long-term, contracted stable cash flows, with marketing opportunities driven by shorter-term natural gas supply and demand fundamentals in markets worldwide.

Natural gas is transported to Cheniere’s LNG facilities on 3rd party pipelines on which we own firm transportation capacity, as well as on pipelines Cheniere has constructed, owns, and operates.
