Position Summary

The Procurement Senior Analyst is responsible for ensuring that services and materials for Reliability Operations projects and major repairs are planned and executed in accordance with scheduled requirements and Hess standard policies and procedures, and deliver optimized results across stated Safety, Delivery, Quality and Cost objectives.  This is executed through coordination with engineers, business partners, category managers, and vendors. The Procurement Analyst participates in the assigned facility and engineering team operating rhythm and represents Supply Chain in (not exhaustive):   status of SC activities related to projects, proactively identifying new needs, providing input on sources of supply,  advising on requirements and schedule feasibility, and following up on Vendor performance inquiries/actions.

The Procurement Analyst will manage complex Purchase Orders from scope to invoice closeout, including coordination of resolution on any performance, quality or warranty issues, and will lead assigned sourcing and contracting activities from requirements scoping through evaluation, selection and onboarding/kickoff.  This role has functional reporting to central Category Management for process standardization and coaching & development related to sourcing, contracting, and supplier management activities.

 Role Expectations

Evaluate demand from ongoing asset operating rhythm and project reviews, establish plan of supply chain activities within scheduled projects/major repairs
Develop supply chain activity schedule for each project, based on business schedule and standard supply chain process steps and requirements
Serve as Supply Chain single point of contact for Reliability Operations project stakeholders; collaborate with & manage handoffs with Central function as needed.
Lead assigned Asset-based sourcing: apply the standard process to the project scope and objectives, facilitate development of inputs, clarifications, evaluation of RFPs and coordinate asset endorsements, engaging with and assuring alignment with Central category strategies.
Develop and execute assigned category strategies, including contract negotiation and management, supplier performance management, key performance indicator development, and other associated responsibilities as a category/contract manager.
Manage complex Purchase Orders to execute projects and major repairs from issuance to invoice closeout, ensuring standard materials/service structure, quality requirements, delivery dates and cost structure are clearly documented, and meet the SAP system of record, accounting and traceability requirements. 
Complete local supplier onboarding, facilitate project kickoff, provide key contract information to asset and understand and execute within the contracts, in accordance with global Standards.
Serve as first point of communication/resolution with the suppliers for any issues, including invoices, Purchase Orders, pricebooks, contracts or performance; escalates where appropriate
Manage assigned Operational supplier performance, in coordination with Operations and Central Category team, including participation in Operational performance reviews, joint improvement planning, and issue management.
Operational activities include:  RFQ/spot buying locally, create/transmit Purchase Orders, Execute change orders for services
Identify cost savings and process improvement opportunities, and collaborate with the business and functional teams to implement and track value creation

Supply Chain Skills

Proficient in key supply chain processes, including procurement policy adherence, scoping requirements, tendering and evaluation process, purchase order commitment and management, materials management implications, and organizational roles & responsibilities
Understanding of procurement principles and process steps across Source to Contract, including category strategies, contract language, negotiation basics
Understanding of Quality requirements identification and management
Understanding of Supply Chain demand drivers, particularly related to maintenance and fabrication activities
Basic understanding of end to end Procure to Pay process, and awareness of critical inputs/enablers from S2C stage and detailed execution

Experience and Business Accomplishments Required

Bachelors or Master’s Degree
Min 5 years sourcing, contracting, purchasing
Min 5 years Supply chain related experience, including above Procurement
Sourcing/Contracting experience, including tender package management and has used enabling systems, preferably Ariba
ERP system experience, including Purchase Orders, pricebooks and master data requirements, preferably SAP
Proven ability to apply standard processes, and manage multiple priorities
