Department Overview
The Energy Policy and Procurement (EPP) organization procures energy-related products and manages PG&E's policy activities for energy proceedings, actively participating in regulatory and legislative proceedings that shape the design and implementation of state, regional, and federal energy regulations and policy. In addition, EPP is responsible for long-term planning, risk management, and compliance functions related to PG&E's energy portfolio.
Within EPP, Short Term Electric Supply (STES) manages the front office functions of managing our electricity portfolio, creating the bidding strategies for over 300 different generating resources, including nuclear power plants, hydro, gas power plants, geothermal, biomass, wind, solar and batteries. STES solves challenges like how to bid renewables and storage and how to optimize hydroelectric resources with limited water. Managing the electricity portfolio is extremely complicated and requires detailed understanding of the California Independent System Operator (CAISO) rules, rigorous reporting requirements to ensure compliance with California Public Utility Commission (CPUC) mandates- such as least cost dispatch requirements - and understanding of generating facilities and contracts.
STES Planning & Strategy plays a vital role with development, management, and dynamic analysis of STES data and databases that are essential in assuring timely and accurate Least Cost Dispatch and related compliance filings (testimony, data requests, ad hoc questions and requests). STES Planning & Strategy analyses the millions of bids PG&E submits into the market for errors and opportunities for improvement. STES Planning & Strategy also provides input on commercial and policy strategy.
Position Summary
This position reports directly to the Manager of STES Planning and Strategy and will support efforts to maintain and enhance a strong compliance culture in the STES organization. This individual must be extremely detail oriented with the ability to work with multiple databases and types of code. This position will produce responses to regulatory data requests and will help ensure compliance with all internal and external auditing requirements. Key areas of responsibilities will include Energy Resource Recovery Account (ERRA) compliance efforts representing over $4Bn in transactions annually, regulatory reporting requirements to the CAISO and CPUC, and will include internal implementation of compliance risk reporting and controls.
This position will be responsible for developing, streamlining, and maintaining annual, monthly and daily metrics in SAS and Tableau (or Power BI) covering bid validation, pricing, load bid, bid cost recovery, convergence bidding, curtailment, and schedule accuracy. The above ensure daily compliance with Least Cost Dispatch and continuous improvement of STES Bidding and Scheduling processes. This position is responsible for collaborating with other teams to develop new reports, identify automation opportunities, and support data visualization needs.
Job Responsibilities
* Perform data analysis and meticulously review data used to support Short-Term Electric Supply's Least Cost Dispatch business processes.
* Automate metrics and/or increase frequency with which high priority goals are reviewed
* Evaluate data and create user-friendly work products and interfaces to enable strategic decision-making
* Develop new data analysis tools, combining data across various databases.
* Create reports and data visualization tools in Power BI
* Run ad hoc queries and analysis using SQL, developing a deep understanding of PG&E's portfolio
* Maintain or update existing spreadsheets using VBA
* Understand data in the CAISO markets
* Develop solutions to increase efficiency of team operations.
* Contribute and assist in the development of regulatory filings.
* Develop a functional understanding of all activities of the electric procurement process (e.g., load forecasting, optimization, etc.).
* Understand the regulatory framework under which PG&E operates.
Qualifications
Minimum:
* Bachelor's Degree in a quantitative discipline such as Engineering, Math, Economics or related discipline, or equivalent experience.
* Skilled in use of the following: SAS, SQL, VBA, Tableau, Power BI, Excel, or similar programs
* One year of relevant experience
