Description
The Climate and Electricity Advisor supports Phillips 66 advocacy by providing insight into current and emerging policy issues at the state, regional, and federal level. The role will analyze regulatory and legislative policies and evaluate business impacts. The Climate and Electricity Advisor coordinates with internal stakeholders and supports strategy and policy development.
Responsibilities May Include
* Analyzing climate and utility sector policies. Identifying Company risks and opportunities. Providing technical insight into legislation and regulation.
* Coordinating with Phillips 66 businesses and government affairs to support the development of Company positions.
* Developing written comments on regulatory and legislative proposals.
* Championing Phillips 66 interests on trade associations and coalitions by providing influential guidance in alignment with Company policy principals and priorities.
* Supporting additional team priorities as organizational need dictates.
Position Requirements
Basic/Required:
* Legally authorized to work in the job posting country
* Bachelors degree in engineering, or another technical field
* 2 or more years of experience in the energy industry
* Willingness to travel domestically at least 15%
Preferred:
* 5 or more years of experience in the energy industry
* Experience working with diverse internal or external stakeholders
* Experience evaluating and developing written comments on proposed legislation and/or regulatory filings
* Experience serving as a company representative on trade associations
* Excellent written and verbal communication skills; ability to communicate complex information in a concise manner
* Excellent analytical skills; ability to develop models to support policy analysis
* Strong ability to use Microsoft Office tools (Word, Excel, Outlook) and other commonly used technology
* Strong understanding of Phillips 66 assets and businesses

Phillips 66 operates as an energy manufacturing and logistics company. It operates through four segments: Midstream, Chemicals, Refining, and Marketing and Specialties (M&S). The Midstream segment transports crude oil and other feedstocks; delivers refined products to market; provides terminaling and storage services for crude oil and petroleum products; transports, stores, fractionates, exports, and markets natural gas liquids; provides other fee-based processing services; and gathers, processes, transports, and markets natural gas.
The Chemicals segment manufactures and markets ethylene and other olefin products; aromatics and styrenics products, such as benzene, cyclohexane, styrene, and polystyrene; and various specialty chemical products, including organosulfur chemicals, solvents, catalysts, and chemicals used in drilling and mining. The Refining segment refines crude oil and other feedstocks into petroleum products comprising gasolines, distillates, and aviation fuels at 13 refineries primarily in the United States and Europe.
The M&S segment purchases for resale and markets refined petroleum products consisting of gasolines, distillates, and aviation fuels primarily in the United States and Europe. It also manufactures and sells specialty products, such as petroleum coke products, waxes, solvents, and polypropylene. In addition, this segment generates electricity and provides merchant power into the Texas market. Phillips 66 was founded in 1875 and is headquartered in Houston, Texas.
