Job Description

Facebook is seeking an self-motivated Operations Program Manager to join our Infrastructure Data Center (IDC) Business Operations Program Management team (BOPM) and work closely with our partners on the Facebook Connectivity (FBC) team. Our engineering teams are working with equipment manufacturers, telecommunications operators, and systems integrators to reimagine the way networks are built and deployed. As we challenge the status quo and create new approaches, we need to create technical marketing, architecture, design, operational guides and runbooks, along with immersive training systems. This role will not only set the FBC strategy and processes for developing this documentation, but also partner with a team of Tech Writers and engineers responsible for the accuracy of engineering content, quality, and discoverability of these artifacts for both internal and external audiences. A successful Operations Program Manager will be organized and demonstrate excellent communication skills. This person should be a detail-oriented, get-things-done professional who can think strategically, adapt quickly, and rapidly earn credibility and trust within the organization. The selected candidate will be highly organized, productive, poised, and able to thrive in high-pressure, time-sensitive scenarios. Facebook's infrastructure is constantly redefining what is possible, and we need an experienced Program Manager who will help us do the same.

Operations Program Manager, FBC Responsibilities

* Define FBC strategy and drive roadmap completion for a standardized set of documents across multiple products working closely with product, marketing, and engineering while allowing for the R&D nature of Facebook Connectivity.

* Partner with internal Subject Matter Experts (each a SME) and cross functional teams to create and understand technical publications, operating manuals, user guides, training materials including eLearning and video-based training, quick reference material, application and technical notes, etc.

* Utilize project management and communication skills to define scope requirements, analyze data, and develop strategic recommendations for program adoption through documentation and training products.

* Orchestrate assigned technical writers and support teams to ensure the quality, discoverability, and accuracy of the content created and developed. Provide proofing and content review of the team's products.

* Develop and evolve organization-wide processes for knowledge management, including work intake, maintenance, and a culture of document as you go.

* Select and work closely with e-learning and training content production companies to drive creation of virtual training packages.

* Host in-process reviews and validation of products with product SMEs and cross functional teams.

* Drive progress with minimal oversight or escalation across a global team.

* Facilitate and manage the internal team/leadership meetings.

* Help build relationships, gain consensus, remove tension/roadblocks while focusing on solutions.

* Ability to travel domestically/internationally approximately 10%.

Minimum Qualifications

* Must obtain work authorization in the country of employment at the time of hire, and maintain ongoing work authorization during employment.

* Bachelor's and/or advanced degree in network engineering, computer science, technical writing, physics, mathematics, or equivalent experience.

* 6+ years experience in a quantitative field in a consulting, strategic planning, telecommunications, business operations or business analytics role.

* Experience in influencing strategy and effective communication with leadership.

* Experience and knowledge of the telecoms industry.

* Experience with enterprise content planning, development, testing, and delivery with complex technical products and fast-paced release cycles.

* Proven experience leading cross-organizational programs by holding teams and individuals accountable to timelines and deliverables.

* Experience establishing work relationships across multi-disciplinary teams and multiple partners in different time zones.

Preferred Qualifications

* Experience and knowledge of software design and development.

* Experience developing learning programs, elearning hosting, or publications.

* Experience with authoring tools such as XML, HTML, Markdown, Adobe Photoshop, and Illustrator.

* Experience with content management systems such as GitHub, Intellum Confluence.
