Description

Under the general direction of the Business Planning Manager, the Short-Term Planning Supervisor is responsible for the development and optimization of the refinerys short-term operating plan. This entails utilization of various electronic tools and Refining guidelines for crude selection and scheduling, setting process unit run rates and key optimization variables, managing oil flow, monitoring operating targets, and communicating and scheduling product movements both inside and outside the refinery. This position also oversees aspects of process unit monitoring, inventory management, turnaround and unit outage coordination, and financial performance metrics including Lost Profit Opportunities and Realized Margin Improvements. The position works closely with the sites Operations Directors, process supervisors, shift supervisors, and unit engineers to formulate a well-aligned plan to optimize the plant. This position is the refinerys key point of contact for P66s Commercial and Central Value Chain Strategy & Optimization organizations.

Responsibilities May Include

* Supervises the short-term planning positions to coordinate and develop an optimized weekly production plan. This includes, but is not limited to, satisfying product demand and product specifications, identifying and overcoming constraints, and quantifying economic incentives to help prioritize objectives.

* Provides oversight and leadership to those who execute the weekly run plan and optimize process unit performance. Makes necessary adjustments in response to planned and unplanned events. This involves regular interfacing with Area Directors, Process Supervisors, Shift Supervisors, Engineers, and the Refinery Leadership Team.

* Provides strategic direction for the short-term planning team. Stewards the implementation of refining business guidelines. Embraces new tools and technology for smarter, faster decision-making.

* Development of the 3-month Short Term Optimization Plan (STOP), including forecasting production volumes and inventory positions. Drives the use of refinery data to reconcile and improve predictive models.

* Key contact and interface with the P66 Commercial, VCS&O, Refining Strategy, and Wood River Refinery organizations. Communicates refinery status to external stakeholders and advises of impacts to the plan.

* Supports the annual LRP and Refinery Strategic Plan processes.

* Performs routine and special assignments as instructed by the Business Planning Manager.

* Vacation relief for other positions in the Business team.

Position Requirements

Basic/Required:

* Legally authorized to work in the job posting country

* Bachelors degree or higher

* 10 or more years of Refinery experience in either business, operations, or technical

* Proficient in Microsoft Office suite (Word, Excel, PowerPoint, Teams, Outlook)

* Maintain a valid Driver's License

Preferred:

* Bachelor's degree or higher in Engineering

* Extensive knowledge of refinery operations and unit optimization

* Excellent oral and written communication skills

* Safety leadership skills

* Strong teamwork and communication skills working with various levels of an organization

* Additional computer skills related to LP, Inventory management (APS), Tableau

* Superior analytical skills

The Wood River Refinery is located in Roxana, Illinois, about 15 miles northeast of St. Louis, Missouri, at the confluence of the Mississippi and Missouri rivers. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, low-sulfur; heavy, high sulfur; and high-acid crude oil. The crude supply is sourced domestically or from Canada. Wood River produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, asphalt and petroleum coke. Refined products are distributed to customers by pipeline, rail car, barge and truck and are shipped to markets throughout the Midcontinent region.
