The Cybersecurity, Training & Service (CTS) product line is currently seeking a highly motivated Program Controls Analyst to join our Special Projects finance team. This position will be located in our onsite Aurora, CO facility. This position requires a dedicated team member, who can meet critical deadlines, react quickly to changing customer requirements, and can communicate effectively with multiple levels of organization both internally and with our Customer.
Duties will include Earned Value Management of the programs baseline, 'cradle to grave' program financial analysis, cost analysis, funding planning, Estimates at Completion (EACs), and ad hoc analyses as required. In addition, the candidate will be responsible for ensuring proactive and on-going communication with Program management, functional team members, and the Finance organization relative to all program financial performance and issues. The effective candidate will utilize standard tools, policies, and procedures in the development of the Work Breakdown Structure, monitoring of cost expenditures, monitoring of the funding profile and status, development of program forecasts, assistance with customer funding status, and the preparation of both internal and external reporting requirements.
Primary responsibilities include:
* Proactively work with the Business Manager and team to successfully satisfy programmatic and financial organization targets
* Ensure program costs are collected correctly by maintaining active charge numbers, monitoring actual charges, and processing transfers when appropriate
* Development of time-phased, integrated budgets and schedules
* Measure performance (Earned Value) against established budgets on a monthly basis and provide variance analysis
* Monitor funding status on a continual basis
* Ensure contractual requirements are met and customer financial deliverables are accurate and on time to include financial Contract Data Requirements (CDRLs)
* Review and approve invoices for submission to the customer and monitor billing status and unbilled issues
* Carefully monitor and analyze program revenue and profit recognition to minimize liability to the organization
* Assist in preparation of Rough Order of Magnitude (ROMs) Cost Estimates, Project Estimate at Completion (EACs), Engineering Change Proposals (ECPs), and Cost Volumes
* Support audits of financial information by internal and external auditors
* Provide ad-hoc assistance, analysis and reporting as requested by administration, team members and customers
Required Skills:
* 6+ years of prior relevant experience
* Excellent background in project controls/program controls/business management including proficiency with EVMS, cost analysis, and forecasting
* Ability to perform ad-hoc analysis, data integrity checks, and reconciliations essential
* Complete understanding of concepts and techniques related to program controls, earned value management, forecasting, strategic planning, variance analysis, etc.
* Experience with Microframe Program Manager (MPM)
* Current SSBI clearance is required.
* Advanced proficiency with Microsoft Office (Excel, Powerpoint, and Word)
* Meaningful written and verbal communication skills
* Must work well both autonomously and in a team environment
* Excellent attention to detail and accuracy
* Excellent critical thinking, problem solving, and communication skills
* Experience interfacing effectively with program management team and various functional organizations
* Experience with different contract types
* Knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and Generally Accepted Accounting Principles (GAAP)
