Raytheon Missiles & Defense (RMD) has an exciting opportunity for a Sr. Manager, Program Management in Fullerton, CA that will interface directly with an international customer on the Taiwan Automated Air Defense System (TAADS) development program, within the Command and Control program area in Strategic Missile Defense (SMD) Mission Area.
The TAADS Program Manager will lead a cross-functional matrixed team in the day-to-day execution of the program and will apply sound program management processes and tools to maintain excellence in execution. The Sr. Manager role will partner with senior leadership teams on strategy, program status and direction. And will be responsible for flawless contract execution, customer satisfaction, achieving Annual Operating Plan metrics and developing follow-on business for the development of total mission solutions to meet current and emerging customer needs.
This position will require international travel (up to 25%).
Responsibilities include, but are not limited to:
Sets program strategy, vision and tactical direction for program execution by multifunctional team(s) and sub-contractors.
Sets milestones and monitors adherence to program master plans and schedules.
Proactively identifies potential problems in sufficient time for corrective action to be taken.
Supervises and integrates the performance of the program Integrated Product Teams and functional organizations.
Establishes and maintains strong customer, user/stakeholder and partner relationships
Coordinates with other organizations/business areas within Raytheon Technologies, where applicable, in the development of total mission solutions.
Management of a cross-functional team geographically separated
Responsible for regular reporting to senior leadership on program performance, Annual Operating Plan (AOP) forecasting, monthly operating reviews (MORs) and quarterly Estimates at Completion (EACs).
Responsible for meeting contractual commitments including the financial, quality, technology, and schedule performance using the approved business model management tools including Earned Value Management System (EVMS), Integrated Product Development System (IPDS), Process Re-Invention and Systems for Manufacturing (PRISM), Risk & Opportunity, etc.
Basic/Required Qualifications:
Minimum of 12 years of prior relevant experience in program management or operations leadership experience or similar.
Understanding of Government contracting requirements such as: Federal Acquisition Regulations (FAR), and ITAR.
Understanding of Department of Defense (DoD)/Military (MIL) Standards and the military equipment acquisition and qualification process.
Experience working with EVMS, IPDS, Gates, EACs, Integrated Master Schedule (IMS) and/or Risk & Opportunity Management.
US Citizenship
U.S. Citizenship is required as this position needs an active U.S. Security Clearance on day one of employment with the ability to obtain special access as needed.
Desired Qualifications:
PMX Level 3 Certified, or ability to obtain certification within 6 months of hire date.
Knowledge of Command and Control Systems.
Ability to obtain EVMS Level II Certification within a year of employment.
Cultural Sensitivity and experience with International Customers.
Experience with leading and managing a successful, large complex program or equivalent.
Experience in building and leading a multi-disciplined team including members from Engineering, Operations, Integrated Supply Chain, and Quality.
Strong ability to effectively and proactively communicate with internal and external constituencies.
An advanced degree or MBA is desired.
Export/Import (EX/IM) experience on an international program.
Active Secret Security Clearance.
Required Education (including Major):
B.S Degree in STEM (Science, Technology, Engineering, Mathematics). Masters Degree in Business or Engineering is preferred.
