POSITION SUMMARY:
Position is responsible for the provision and management of occupational health services within the Marine Transportation Health Services clinic as well as support for the Catlettsburg Refinery Health Services clinic. The Occupational Health Nurse reports to the Advanced Practice Nurse (APN) and has dotted line supervision to the local Marine Safety Manager. Provides oversight of public and environmental health initiatives undertaken by local management on behalf of employees, contractors or the local community. The incumbent will possess the ability to interact and collaborate with a diverse group of internal and external stakeholders to prevent and manage injuries and illnesses and to promote health, wellness, productivity and safety amongst the working population. This will be accomplished by designing programs; providing and managing health services directed towards workers; and when applicable the local community, as well as engaging in the clinical evaluation and treatment of injuries and illnesses. The list below is not all-inclusive but highlights the primary responsibilities of this position.
KEY RESPONSIBILITIES:
* Oversees operational and procedural processes for the onsite Occupational Health Clinics for Marine Transportation and Catlettsburg Refining. In collaboration with the APN for Catlettsburg refinery, administers and maintains the policies, programs, and procedures of the clinics consistent with the company's general policies concerning medical services as defined by Corporate Health Services (CHS). Provides cross functional support dependent upon business need at the Catlettsburg Refinery, including staffing, medical surveillance testing, case management and on call duties.
* Manages and supervises the Marine clinic staff personnel, including nurses, medical assistants, medical technicians, EMTs, paramedics and/or administrative assistants. Manages the Marine clinics budget and oversees procurement of necessary facilitys equipment and supplies to operate the clinic safely and effectively. Mentors all health care professionals and other staff personnel in the delivery of appropriate and professional clinical services for Marine and Catlettsburg refinery.
* With the assistance of other clinic staff, performs variety of worker clinical evaluations including, but not limited to, annual health monitoring and medical surveillance examinations, worker fitness-for-duty examinations, pre-assignment/pre-placement examinations, preventive service examinations, etc. Reports examination activities to local management and to CHS. Evaluates and treats injured and ill employees and provides emergency medical management and treatment for all injured workers.
* Provides case management by procuring medical information to facilitate decisions relative to maritime claims, sick leave eligibility, return to work and placement questions. Assists in the management of workers compensation cases. Develops and maintains program to effectively monitor the status of absent employees due to illness or injury.
* Becomes subject matter expert in maritime medical issues relevant to USCG regulations including, but not limited to, NVIC 4-08, maintenance & cure, maximum medical improvement, USCG physicals, and Crew Endurance Management Systems.
* Cooperates with Corporate Health Services in developing health education and wellness programming relevant to the worker population and administers the delivery of those programs and activities at the local level.
* Provides all clinical activities under the direction of the Corporate Medical Director (CMD) and the local supervising physician and in accordance with applicable laws governing state licensure and national certification. Participates in conference calls (staff meetings) organized by CHS and/or the local supervising physician to discuss clinical cases and clinic managerial issues. Participates in frequent site visits by CHS and/or the local supervising physician. Participates in the development and implementation of clinical protocols and guidelines to be used during the provision of clinical services. Cooperates with CHS to develop and implement policies to create uniformity, consistency and quality assurance in the delivery of clinical care within and between company facilities.
* Coordinates and leads medical effort during medical emergencies. Supervises 1st response personnel during medical emergencies and provides advanced medical care and treatment. Serves as the liaison between the company and the local emergency room during medical emergencies involving injured workers. Is available during regular and non-business hours to assist with emergency response effort.
* Maintains a system of confidential medical records consistent with sound medical ethics while maintaining compliance with government regulations such as OSHA, the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and the Americans with Disabilities Act (ADA). Enforces procedures for preserving confidentiality, while allowing access to those with a bona fide need to know.
* Participates fully in appropriate PSM-related activities such as Process Hazard Analysis, Training, Incident Investigation and, especially, Emergency Planning and Response.
* Undertakes and oversees provision of specialty services such as drug and alcohol testing, medical screening, health-related studies (i.e. special investigations of workplace incidences, etc.), travel medicine consultations and immunizations, etc.
* Remains current and informed on regulatory issues affecting the delivery of occupational and other health services, hazard-specific regulations regarding worker evaluation and treatment of exposures likely to be encountered in a petroleum or chemical setting and OSHA recordable safety issues as they pertain to the clinical treatment of injury cases.
* Participates in all safety meetings, actively engages both Safety and HR in the discussion and analysis of all occupational injury and illness cases, and lends technical and administrative assistance in the development and implementation of safety programs with identifiable health components or requiring clinical or medical expertise.
* Participates actively in planning for and managing the health-related aspects of disasters that can affect the safety and welfare of the employees and community (terrorism, public health, etc.). Participates in continuity planning and prevention of disruption of corporate initiatives. Involves and engages the local community in such planning where appropriate.
* In conjunction with the APN at the Catlettsburg refinery, engages the local medical community by attending local medical staff meetings. Communicates relevant concerns of the medical community to local management and vice versa regarding important health-related issues. Acts as liaison and ambassador for the company to the community at large when health concerns are at issue and cooperates with the local community, when appropriate, to assist in the delivery of needed public health programs that are advantageous to both the community and the company.
* Obtains necessary continuing education credit hours and training as required by state and national licensing and certifying agencies. Participates in all off-site company health conferences/meetings as sponsored and directed by CHS for the advancement and training of internal clinical personnel.
EDUCATION AND EXPERIENCE:
* Must hold an unencumbered Kentucky RN license
* Certifications in First Aid, CPR/AED, CAOHC, Drug Collections and Breath Alcohol Testing, Spirometry, audiometric testing, respirator fit testing preferred
* Familiar with state and federal requirements related to practice including OSHA, DOT, ADA, HIPAA, and FMLA.
* Certification in Occupational Health Nursing (COHN/COHN-S) or working towards certification preferred
* Supervisory experience preferred
* Proficient in Microsoft Office (Word, Excel, PowerPoint)
* Must be able to lift, carry, push, pull or otherwise move objects weighing up to 50 pounds
* Must be able to climb, stoop, bend, twist and maneuver in and out of a commercial watercraft
