The Project Engineer is responsible for managing, driving and leading preparation and implementation of capital projects in the factory, through the cross functional team cooperation and following CP capital expenditure budget standards. The project engineer will be responsible for assigned projects from concept to finalization. In addition, this position is responsible for leading the development, implementation, and maintenance of the plant floor control systems, information systems, networks, and telecommunication systems support of the manufacturing operations.

Responsibilities:

* Develops project objectives by reviewing project proposals and plans; conferring with management.
* Determines project responsibilities by identifying project phases and elements; assigning personnel to phases and elements; reviewing bids from contractors. (Manage Contractors).
* Determines project specifications by studying product design, customer requirements, and performance standards; completing technical studies; preparing cost estimates.
* Confirms product performance by designing and conducting tests.
* Determines project schedule by studying project plan and specifications; calculating time requirements; sequencing project elements.
* Maintains project schedule by monitoring project progress; coordinating activities; resolving problems.
* Controls project plan by reviewing design, specifications, and plan and schedule changes; recommending actions.
* Controls project costs by approving expenditures; administering contractor contracts.
* Manage CEB process to keep project within the approved budget.
* Prepares project status reports by collecting, analyzing, and summarizing information and trends; recommending actions.
* Design, specification, development, installation, start up, troubleshooting, and improvement of process control systems, plant floor systems, business systems, and equipment.
* Lead the development and implementation of process improvements (reliability, waste, product quality, safety, cost) to meet business needs.
* Prepare, submit, and manage controls technology and information technology aspects of the Capital Expenditure Budget and support project managers in achieving project deliverables.
* Develop and maintain specifications, technical documentation, and procedures for controls processes and equipment which are consistent with KPI goals and support Quality and EOHS Standards.
* Responsible for leading, planning and maintaining work systems, procedures and policies to enable and encourage performance of the controls team including influence and decision in recruiting and retaining the controls talent for the plant.
* Develop new insights and drive innovative engineering and controls solutions.

Required Qualifications:

* Bachelor's degree in Mechanical, Industrial or Electrical Engineering.
* Knowledge of the CEB Capital Procurement.
* Working knowledge of EOHS and Quality standards.
* At least 5 years of experience in cGMP manufacturing with an emphasis on project management/engineering from project concept through implementation.
* Working knowledge of production processes and control systems to include PID control tuning.
* Demonstrated knowledge and experience of: o Electrical power distribution. Motor Controls (Variable Frequency Drives, Standard Motor Starters, etc.) Industrial Automation Networks (ControlNet, DeviceNet, Ethernet, Profibus) Process and Page 1 of 2 Machine Instrumentation Load Cells Mass Flow Meters Temperature Pressure Valves Proximity and Photo Sensors Servo Controls o Computer Networks (Ethernet, Cisco Switches, PC Network Setup) o Programming, Testing, Installation, and Startup of Allen-Bradley, ControlLogix, PLC's, Wonderware InTouch Software, Wonderware InBatch Software, Wonderware Industrial Application Server, Wonderware InSQL Server, Wonderware Active Factory,Wonderware MES (Performance, Operations, and Quality Microsoft SQL Server.
