Job Summary

Dominion Energys System Protection Engineering Standards department is seeking a highly motivated Electrical Engineer to help us build the grid of the future. The Protection & Communications Engineer is responsible for performing the engineering analysis and design of the Power Line Carrier (PLC) pilot communications systems used across Dominion Energys electric transmission system. The engineer will select and specify the PLC equipment for all capital projects, support the System Protection Engineering Standards Team, and contribute to the development and implementation of new digital protection technologies like IEC 61850 and Ethernet-based Transfer Trip.

Job Responsibilities:

* Selecting and coordinating all PLC signal frequencies, ensuring adequate margins are maintained to prevent interference between carrier signals employed by Dominion Energy and neighboring utilities/customers
* Serving as a subject matter expert on the specification and application of PLC equipment, including transmitters/receivers, line tuners, wave traps, monitoring devices and schemes
* Producing and maintaining all pilot communications systems drawings, including PLC one-lines and distributed generation transfer trip diagrams
* Maintaining databases of all PLC frequencies, transmitters/receivers, and ongoing/upcoming projects
* Developing communication equipment configuration settings for new and existing protection schemes
* Providing expert technical assistance to various engineering teams, project management teams, and field technicians to fully develop and implement the protection and control design packages
* Performing peer review of engineering design packages and reviewing as-built drawings from the field
* Assisting in the development of protective relay settings for Dominion Energys electric transmission lines, transmission substation assets, and distribution substation assets
* Supporting the development of new standard protection schemes and the evaluation of new protective relay and protective communication equipment
* Assisting in the development and maintenance of Dominion Energys standard protection schemes, including drawings, documentation, descriptions, standard guidelines, and application notes
* Providing technical support to the fault analysis team in the review of protection system operations
* Participating on various company teams and industry-level organizations to enhance Electric Transmissions system protection performance
* Participating in trade and industry organizations and benchmarking activities
* Performing other duties as requested or assigned

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experiences required for entry into this job include the following:

* BS Electrical Engineering degree required. Advanced Degrees may be substituted for years of experience
* 3+ years of relevant engineering experience
* Understanding of AC/DC fundamentals, including three-phase power systems
* Knowledge and understanding of substation components and their functions
* Knowledge and understanding of the protection principles and practices for transmission lines, distribution feeders, and major substation equipment
* Knowledge of analog communication fundamentals (modulation, forward/reflected power, dB basics, SNR, etc.) and how this applies to pilot communications over electric power lines including hardware employed (line tuners, CCVTs, wave traps, transceivers, hybrids, etc.)
* Understanding of basic networking concepts including architecture, major hardware (switches, routers and gateways) and physical media (fiber, copper and media converters)
* Understanding of the OSI Model and various communication protocols (TCP/IP, ARP, Telnet, etc.)
* Knowledge of communication systems and protocols used in the utility transmission substation environment (SCADA, DNP, Modbus, SEL Communication Protocol, GOOSE Messaging, IEC 61850) is desired
* Experience with short circuit modeling software preferred (e.g. Aspen, Cape)
* Understanding of IEC 61850 communication protocol for intelligent substation protection is a plus
* Strong time management skills with the ability to independently plan and organize work assignments
* Strong oral and written communication skills, including technical writing
* Equally effective with working independently or in a team environment
* Ability to think analytically and solve complex problems
* Experience writing scripts, macros, or code to develop tools used to automate work processes (VBA, Python, .NET, C, etc.) is a plus
* Ability to interpret codes, regulations and practices
* Self-starter who is comfortable actively seeking formal and informal learning opportunities

REQUIRED ENGINEERING CRITERIA:
For placement of a candidate in the Engineer job series, the following criteria must be met:

* Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or
* Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or
* Possess a 4-year engineering degree from a non-ABET accredited program and a postgraduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or
* Possess a 4-year degree in Physics, Chemistry, Math or Engineering Technology and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or
* Holds or has previously held a valid U.S. Professional Engineer license.
