GDIT is seeking a Tactical Data Links (TDL) Program Manager to help support our DoD CIO TDL contract at the Pentagon in Arlington, VA.
The Tactical Data Links (TDL) Program Manager is responsible for supporting the Chief, Tactical Data Links (TDL), Command, Control, and Communications Infrastructure (C3I), DoD CIO by providing coherent support across the range of tactical communication systems. The PM will manage his team to support technical change boards, develop and facilitate business processes, perform system performance and data analysis, provide corrective system resolution recommendations, collect and analyze statistical data, project planning, risk identification and mitigation strategy, cost benefit analysis, and COTS interoperability analysis.
The PM will provide direct support to the customer as well as manage a small team to provide the following:
* Review, analyze and provide trade-offs, recommendations to the CIO on service level designs, and system requirements. Assesses architectures and current hardware limitations, and supports creation of DoD documents and issuances.
* Lead and support working groups within DoD tactical communications governance bodies. Consult and provide recommendations to DoD CIO senior staff for implementation across the Joint force.
* Provides independent technical investigations in systems design. Evaluates vendor capabilities; performs engineering studies and analysis; and analyzes system problems in support of system implementation and integration solutions.
* Performs requirements analysis, coordinates modeling and simulations, cost estimations, cost benefit analysis.

* Experience as or supporting a Combatant Command or Joint Staff member
* Experience as or supporting a service staff action officer

* Detail oriented with ability to work well in a team environment
Required Qualifications:
* Active Top Secret/SCI security clearance
* Minimum 15 years' related experience
* Master's Degree in a related technical discipline, OR the equivalent combination of education, technical certifications or training, or work experience.
* Working knowledge of cyber threats and defense techniques
* Familiar with engineering standards, industry best practices, service modernization road maps, and industry efforts.
* Ability to articulate the DoD strategic guidance to represent CIO equities across a wide range of venues.
* Be able to articulate the risk of cyber threats on the tactical communication systems and various ways the DoD can work to increase the resiliency of the system of systems comprising the operational TDL networks
* Ability to work in a dynamic, challenging DoD environment
* Ability to write and brief senior DoD and industry professionals
Desired Qualifications:
* DoD 8570/8140 IAT Level III certification (CISSP, CASP+ CE or equivalent)
* Understanding of military Open System Architectures and particularly aviation systems.
* Understand how military operations leverage contributions from other nations and work with international representatives and in international forums to inform partner nation participants on DoD plans to support and guide their acquisition and modernization efforts.
* Link 16 network design and operations
* Open Systems Architecture development and implementation
* Software Defined Radio development and programing
* Radio Frequency cyber-attack and defense techniques
