Job Description

WFDT, a joint venture of Walsh and Fluor, is seeking a Quality Manager for Phase One of the Red-Purple Modernization (RPM) Project in Chicago. RPM Phase One will completely rebuild the Lawrence, Argyle, Berwyn and Bryn Mawr stations and all the tracks and support structures for more than a mile adjacent to the stations. The project will also construct a Red-Purple Bypass north of Belmont station trains to modernize the century-old Clark Junction where Red, Purple and Brown Line trains currently intersect.
The Quality Manager is responsible for overseeing the overall Project quality program including the implementation and update of the existing Contractors Quality Management System (CQMS) in accordance with the Contract. The Quality Manager is also responsible for managing the quality program team. Other duties / responsibilities are as follows:
Responsibility for ensuring that all engineering, construction and manufacturing processes meet the quality standards and testing processes required
Oversee the development and execution of the project audit schedule
Review and approve subcontractor and supplier quality programs
Schedule and host weekly and/or monthly project quality meetings
Manage the Project Non-conformance reporting system
Ensure all staff and subcontractors are trained on the CQMS and its requirements

Basic Job Requirements

Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements

Certified Manager of Quality/Organizational Excellence (CMQ/OE) required
Auditor certification by outside agency (e.g., Registrar Accreditation Board (RAB), American Society for Quality (ASQ), International Quality Associates (IQA), etc.) preferred
Minimum of 15 years demonstrated experience in management of quality assurance and quality control activities for heavy rail transit and/or major infrastructure design and construction.
Experience must include at least five years in a position having the authority to define, execute or control projects/processes and to be responsible for the outcome.
Experience must include preparation, applicability reviews, and implementation of Quality Management Systems that included quality standards for all phases and levels of design and construction activities.
Accredited four (4) year degree or global equivalent in engineering/technical
Familiarity with ISO 9001 and FTA policies and guidelines

Preferred Qualifications

Advanced degree in engineering discipline/technical field, or administration area preferred
Professional engineering registration preferred
