Department Overview

The Rates department within PG&E's Regulatory Affairs organization develops and provides regulatory expertise in gas and electric rates proceedings at the California Public Utilities Commission (CPUC) and other regulatory entities. In addition, the Rates team conducts cost of service analysis, forecasts sales and revenues, and supports other organizations in understanding customer usage trends as applicable towards reviewing and enhancing various PG&E programs.

Position Summary

This position is for an Associate Rate Analyst for the Electric Rates team. The Associate Rate Analyst assists with quantitative analytical work in support of various regulatory proceedings. The Associate Rate Analyst assists with cost allocation, revenue recovery, and rate design proposals in regulatory proceedings; supports experienced staff in the development/review/analysis of testimony, discovery, and other case materials; supports the development of revenue and rate forecasts; assists with the development of advice letters and tariffs; supports the implementation of rate and cost recovery-related policies and programs; and coordinates with various internal stakeholders as part of the regulatory process. The Associate Rate Analyst may also be involved in process improvements and other special projects or initiatives.

Job Responsibilities

* Supports witnesses or witness assistants including writing sections of testimony; developing work papers and exhibits; preparing technical content of less complex data responses; reviewing, analyzing, and summarizing third party testimony, regulatory proposals, pleadings, agreements, and decisions; and assisting in developing or revising proposals and analyses for submittal in regulatory proceedings.
* Assists with analyzing data using existing basic models and analytical tools to develop existing and ad hoc reports, statistics, trends, and profiles. Assists with preparing presentation of results.
* Assists with documentation of processes, guidelines, standards, and models. Assists with continuous improvement projects.
* Assists with research to provide historical context regarding regulatory issues or assists in providing such context for complex regulatory issues.
* Assists with running existing quantitative models as assigned; assists in rebuilding existing analytical capabilities in new applications; and supports quantitative, theoretical, and policy research related to electric rate design, cost allocation, cost of service, and other rate issues.

Qualifications

Minimum:

* BS/BA degree in Business, Economics, Engineering, or related discipline or equivalent related experience.

Desired:

* MS/MBA degree in Economics, Engineering, Mathematics, or related discipline.
* 2 years of regulatory, analytical, or relevant experience.
* Good interpersonal and team collaboration skills.
* Good written and verbal communication skills.
* Basic prioritization and project management skills to effectively manage multiple assignments or a project with demanding time constraints.
* Basic skills in Microsoft Excel, Word, and PowerPoint.
* Basic quantitative and analytical skills to analyze and interpret data and effectively communicate findings.
* Basic knowledge of the utility and energy industry working lines of business including generation, procurement, transmission, distribution, and customer services.
* Basic knowledge of the functional lines of PG&E's electric and gas business.
* Basic understanding of pricing and tariffs theory, practice, and energy markets; policy development; and marginal cost analysis.
* Basic understanding of finance and accounting principles and terms.
