Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global

Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Summary:

In this role, you will lead a high-performance team to develop and manage complex Environmental, Safety, and Health (ES&H) project programs. You will assist functional leads to ensure requirements are properly integrated and be responsible for overall project ES&H execution. Your leadership will help achieve ES&H performance expectations, compliance, and continuous improvement. #LI-AA1

Major Responsibilities:

Supervises an Environmental, Safety, and Health (ES&H) program on a project inclusive of technical and administrative aspects; compliance activities; and processes and plans associated with all three ES&H disciplines. 
Supervises ES&H personnel and facilitates their development through assignments, coaching, and mentoring. Assures that ES&H requirements are properly interpreted and integrated in planning documents, design criteria, construction and operational plans, schedules, training programs, and subcontract documents. 
Applies Bechtel’s ES&H Management System and standards to achieve, maintain, and continually improve ES&H program execution. Assures support within ES&H teams and to Engineering, Construction, Commissioning, Operations, Legal, Contracts, Procurement, Management, and other functions regarding ES&H requirements. Manages budgets, schedules, and resources for interpreting and implementing ES&H requirements, evaluating risks, and developing suitable plans and methods for a robust ES&H program. 
Helps write and oversees implementation of Environmental Management Plans, Safety and Health Management Plans, and other ES&H plans in compliance with Bechtel’s ES&H Management System, standards, and contract and regulatory requirements. Establishes ES&H emergency preparedness planning and confirms the investigation and resolution of ES&H incidents. 
Conducts assessments and inspections, and participates in audits, to confirm ES&H compliance with contractual commitments, laws and regulations, environmental permit requirements, and Bechtel standards. 
Confirms that environmental permitting, specialized studies, assessments, reports, and regulatory submittals are completed as required.  

Education and Experience Requirements:

Requires a bachelor’s degree (or international equivalent) related to environmental, safety, health or science-related discipline and 10-13 years of relevant experience or 14-17 years of relevant work experience.  

Required Knowledge, Skills, and Abilities:

Ensures the ES&H compliance and inspections of project construction activities are conducted to meet contract commitments, and project level policies, procedures, and plans.
Advertises the project specific ES&H policies, systems, processes, procedures, and methods with stakeholders including Client representative and Contractors/Subcontractors. 
Knowledge of national ES&H laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution. 
Experience in managing and/or providing technical oversight of ES&H contractors/subcontractors or consultants during construction. Knowledge of technical vocabularies and terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.
