Project Overview:
Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.
Job Summary:
The Welding Field Engineer – Post Weld Heat will report to the Lead Welding Field Engineer is responsible for supporting the Lead Field Welding Engineer in the implementation and maintenance of the direct hire Pre/PWHT work activities as well as supporting the site welding program. #LI-BH1
Major Responsibilities:
Coordinates work activities for Project Field Engineer and the Lead Field Welding engineer in implementing the site welding program on medium projects
Implements and maintains Bechtel Field Welding program for all welding operations.
Provides technical assistance to field superintendents and crafts.
Ensures that all supervision and craft personnel involved in welding operations are educated and aware of applicable code and project requirements.
Provides welding engineering support to ensure construction meets all code and Bechtel procedures.
Provides technical expertise for ASME, API, and AWS or other code designed and fabricated items.
Coordinates pre- and post-weld heat treatment program whether self- performed by Bechtel or subcontracted.
Coordinates rod room and rod room attendant to ensure all weld filler materials are controlled and meet Bechtel and Code requirements.
Assists in the management of the NDE subcontract, including scheduling and coordination between construction and subcontractor.
Coordinates the welder qualification lab to ensure high quality welders are being employed.
Works with craft to maintain welding documentation and ensure the credibility/accountability of the Welding Program.
Supports the field inspections of welding work to ensure workmanship and materials are in conformance with project requirements.
Advises on recertification of quality behaviors and defects prior to final inspection.
Implements the project quality control program for welding.
Responsible for the requisitioning and set up of the welding consumables program.
Assists field procurement in inspection and receipt of welding materials.
Implements weld inspection tracking system using TEAMWorks/WITS applications
Coordinates work activities of subcontractor and direct-hire pre/ PWHT personnel.
Possesses working knowledge of Bechtel's corporate pre/PWHT procedure (PHT-2) and other welding procedures / standards.
Supports the crafts in meeting cost and schedules.
Provides verification of materials, workmanship, and specification/code requirements.
Interfaces with the lead welding engineer for direction of work task assigned.
Performs inspections and documentation of all pre/PWHT activities in progress on a continuing basis.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience and 8+ years of industry experience performing and implementing Post Weld Heat Treatment on medium-scale projects
Required Knowledge and Skills:
NDE Certs including PT, MT, and LT (Vac Box). Knowledge of AWS, API, NFPA, AWWA, ASTM and ASNT codes, specifications, and standards.
Must be certifiable by written examination to Bechtel's nondestructive examination requirements as NDE Level II Visual Examination.
Direct hire construction experience commensurate with the type of work to be undertaken. Advanced knowledge and/or certifications in SMAW / GTAW / GMAW / FCAW. Advanced knowledge of Piping Design Drawings / Specifications and TEAMWorks / WITS.
Thorough understanding of Preheat/ Post weld heat treatment of equipment and consumables.
Knowledge of engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience.
Demonstrated ability to motivate team members effectively & positively in a collaborative team environment.
Demonstrated ability to problem-solve in high pressure situations.
Strong technical background and knowledge of all phases of LNG welding applications and methods, and non-destructive examination relating to LNG construction activities.
Understanding of applicable Bechtel work processes including Standard Work Process Procedures.
Knowledge and understanding of Bechtel's SWPP 4MP-T81-03701 Welding Program, 03708 Pre/ Post Weld Heat Treatment and 03705 Welding & NDE Documentation.
Familiarity with Bechtel Standard Applications (BSAPs) including Unifier, Aconex, DSCS, PTR, Agile, Navisworks, WITs, TEAMWorks, Arc Stryker, PipeFighter, and other automation tools which are used on Bechtel projects.
Additional Information:
Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
