Project Overview:
Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.
UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
The UPF project currently works on a 4-10 schedule with overtime Fridays for Field Engineering personnel. Start times for the standard work week is: Monday-Friday from 7:00am to 5:30pm for FEs assigned to MPB and 6:00am to 4:30pm for FEs assigned to SAB.
Job Summary:
Assigned to the Uranium Processing Facility (UPF) Construction organization in a Construction Electrical Safety Manager position. As part of the Electrical Field Engineering group, this position will be responsible for ensuring that construction has a safe and code-compliant construction power system. Must perform walk-downs and audits in accordance with Temporary Power Electrical Safety Procedure Y17-95-64-908, NFPA 70 and NFPA 70E. This position requires good planning and organizational skills, the ability to perform detailed inspections, and the ability to produce documentation. #LI-CL1
Major Responsibilities:
Ensures zero accident philosophy and requirements are implemented and adhered to by craft professionals and others when in the operational area, and tools and equipment are in an electrically safe condition.
Assists construction supervision in planning construction methods and procedures.
Monitors the activities of direct hire and subcontractors to ensure compliance with NFPA 70 and NFPA 70E.
Organizes and leads safety walk-downs with the ECAHJ and team members.
Organizes Temporary Power Electrical Safety audit committee.
Performs audits on the temporary power system and documents findings.
Responsible for Electrical incident investigations and documentation of findings / actions.
Coordinates and issues Lessons Learned for the UPF project generated by the Field Engineering organization.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience?.
Required Knowledge and Skills:
Must be a US citizen.
Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
Must be able to obtain site security badge for access to work site.
Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
Knowledge and experience of DOE, DOD, and/or commercial nuclear construction projects.
Excellent oral and written communication skills.
Candidate should be a self-starter, highly motivated, requiring little supervision, and be able to work well in a team environment.
Candidate must have a good working knowledge of current design codes and standards such as NFPA 70, NFPA 70E and OSHA.
Candidate must have working knowledge of Bechtel Standard Work Processes and Procedures (SWPPs).
