PRIMARY PURPOSE OF POSITION 

T&S Regional Substation Engineering Projects is a new unit focused on the execution of design and engineering (D&E) deliverables for system performance programs (substation, system protection and control, and distribution).  The team will support capital improvements involving high voltage equipment (including circuit breakers, power transformers, instrument transformers, switches, and arrestors), reactive assets (capacitor banks and reactors), structures and foundations, grounding, security fencing, buildings, roadworks, cable trenches, bus and conductors, supporting systems (lighting, battery banks, chargers, oil retention and separation systems, standby generators, and fire protection), and system protection and control (protective relays, RTUs, metering, annunciator, event disturbance monitoring, and substation monitoring).

The Senior Engineering Tech Specialist (SETS) will provide technical support to regional teams, coordinate and plan system performance program work and resources, support contract administration, onboard D&E contractors/consultants, and track project activities in Primavera P6, and design package support.  This will require an understanding of BGE processes and substation standards/practices; interaction/mentorship of engineering and design consultants; and effective written and verbal communication skills.  SETS will assist the team/key project stakeholders in adhering to engineering and design schedules and activities in Primavera P6.  Other duties will involve resolution of design issues which may require discussion and assessment with the team or coordinating reach back support from Substation Engineering Design and Standards (SEDS) and Automation and Technology (A&T).  Minor contract administration responsibilities shall include request for proposals, bid evaluation, contract requisitions, material requests, and processing of invoices.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies. 

PRIMARY DUTIES AND ACCOUNTABILITIES

Leads and performs engineering assignments associated with critical engineering projects or a number of small projects with many complex features require extensive company experience that may include leading employees or contractors in the commissioning of electrical systems and equipment to be placed On System. (45%)
Performs assignments in areas where engineering precedents are incomplete, lacking or require broad experience. (25%)
Evaluates, develops and implements projects that have significant financial and operational impact. (10%)
May serve as an expert for organization in a specific area or responsibility that may include the delivery of classroom instruction/training and/or OJT/OJE. (5%)
Performs assignments while acting independently, and may lead multi-discipline teams. (5%)
Provides recommendations and implements action plans to improve performance and cost effectiveness. (5%)
Participates in technical and industry societies and committees to enhance knowledge of new technologies or issues in areas of company interest. (5%)

Qualifications

MINIMUM QUALIFICATIONS

Bachelor’s degree in a technical field (non-engineer) (1) or equivalent relevant education / experience (See Section Below) (2) AND 6 or more years of field experience in engineering, construction, or applicable utility experience
Equivalent Relevant Education / Experience

 Associates degree in a technical field (1) AND 8 or more years of field experience in engineering, construction, or applicable utility experience
Non-degreed or non-technical degree- equivalent relevant education (2) AND 8 or more years relevant utility experience

Ability to analyze and interpret electrical and mechanical systems.
Knowledge and ability to apply problem-solving approaches.
Knowledge of construction, operations or engineering principles and practices.
Broad knowledge and experience with regulations, guides, standards, codes, methods, and practices necessary to perform routine assignments for a specific discipline, installations, or service.
Knowledge and experience in any unique areas of design and/or engineering expertise involving substation, high voltage, civil/structural, or protection and control engineering and design for facilities covering voltage classes 13.8 kV through 230 kV.

PREFERRED QUALIFICATIONS

Experience w/in an engineering design utility organization

Demonstrated ability to interpret substation drawings to assure conformance of design.
Knowledge of CADD functionality and drawing construction practices, including blocks, layers, text, and attributes.
Ability to visit substations & comply w/ safety & PPE requirements
Knowledge of Primavera P6
Basic understanding of service contracts

Knowledge of Substation Civil Design Fundamentals (Highly Preferred)
Possess knowledge of Substation Civil Design Construction Documents: Building Permit Plans; Zoning – Special Exception Plans; Grading, Fencing, & Roadway Plans; Site Development Plans – Sediment Erosion, Drainage, Landscaping, Storm Water Management, Plan & Details
Soil Boring Plan & Data – Geotechnical Studies
Foundation Location Plan
Foundation Details
Steel Setting Plan and Steel Structure Assembly & Detail Drawings

Protection and Control

Knowledge of Protection and Control design, engineering, and control wiring practices
Knowledge of Protection and Control physical and electrical design practices
Knowledge of electrical relationships, conventions and interdependencies of Protection and Control drawings.
