Job Description

Basic Function

HollyFrontier Corporation is seeking a TRACK Program Manager to be based at any one of the HFC sites.  This role is responsible for the implementation and ongoing utilization of the TRACK Contractor Management Process (CMP) system company-wide. Additionally, this role will develop, implement common/consistent processes and best practices, and measure results to enable effective management of work processes.

Job Duties

Performs both a leadership and project management role with regards to implementation as necessary, ongoing testing, monitoring and maintenance of the TRACK CMP system on an enterprise basis and related feeder systems including: gate/badging systems interfaces, any ERP Interfaces and other ancillary third party equipment, such as contractor feeds at all HollyFrontier locations.
Develops, manages implementation, and measures long-term organizational return of the corporate Track work process.
Develops the necessary training program and ongoing management cadence to ensure consistent Track usage from site to site for overall HFC team success.
Performs functional team oversight of the interpretation of contractual agreements with contractors such as schedule and skill assignments as well as assigning consistent pay formulas to contract associates. Develops and manages a formal team process for conflict resolution, where necessary.
Leads and manages the overall relationship with the Procurement Team to ensure consistent and accurate interpretation of agreements, follows up on resolution to multi-site issues such as monitoring and correcting ongoing discrepancies by contractor timekeepers, ensuring contractor adherence to time entry and tracking as required by the TRACK system and cost objectives.
Responds to overall strategic questions and resolves issues of policy and application of the TRACK system.
Develops and manages the success of multiple locations to ensure consistency in processing and resolution of all TRACK exceptions (e.g. missing gate events, off-site work, etc.).
Measures overall organizational compliance to ensure that all processes, submittals, overrides, and approval procedures are being followed and submitted on a timely basis. Review and modify TRACK work processes as needed. 
Provide overall Track status and system metrics to management as may be required by generating status reports and escalate issues requiring management attention and serves as a subject matter expert regarding report generation and delivery when needed.
Develops and manages strategic working relationships with key stakeholders, such as Accounting, Procurement, Information Technology, and Corporate/Plant Leadership to ensure success of the overall program.

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion for the business unit or any other unit of HOC.

Experience

A minimum of four (4) years of experience in supervisory and/or direct job experience required.

PREFERRED EXPERIENCE:

Experience in contract administration OR similarly related experience in maintenance, engineering, purchasing, accounting OR other petrochemical support positions.

Education Level

A Bachelor’s degree in Business Administration, Marketing, Accounting OR related discipline or equivalent is required.

Required Skills

Working knowledge of Reliability/Maintenance database systems using asset related data to drive safe, reliable and environmentally sound operations. Knowledge of network, email, and spreadsheet applications. Organizational, planning, interpersonal and ability to effectively communicate with others, both written and verbal communication. Strong analytical and problem-solving skills with a team-player mentality. Self-motivated and self-sustaining. Demonstrated ability to read, understand, and interpret Contracts and Contractual Agreements. Lead interface with contractors representing company interests using existing contractual agreements will be required for this position. Intermediate reading and writing skills, ability to perform intermediate mathematical calculations.

Supervisory/Managerial Responsibility

Manages TRACK Coordinators at each implemented refinery. Single point of contact for the overall HollyFrontier TRACK Program including its financial return to the organization.

Work Conditions

Office based with up to 20% travel by land and air may be required.
