Role and Scope of Position:
This position has shared responsibility for optimizing the cost and performance of the assets of the distribution system. This position is responsible for the strategic development, expansion, planning, design, maintenance and operation of the system and its equipment to meet the mission and objectives of the organization. In addition, this position coordinates the evaluation of system reliability failures and recommends needed improvements. This position shares accountability with peers in the strategy, development, and design of the organization’s distribution infrastructure and reliability improvement strategy. Responsible for supervising, assigning, prioritizing and directing the work performed by other Engineers, designers and contractors if necessary. Depending on the specific assignment, this position could be situated in various service centers, accountable for specific asset systems (circuits, feeders, substations etc.). This position may require on-call responsibilities.
Essential Functions:
Manages, coaches, develops and reviews performance of engineers and other staff.
Develops infrastructure strategy, operating philosophy and technical basis for asset renewal decisions in order to improve distribution reliability,, safety, and power quality in general.
Works closely with System Planning and Distributed Energy Resource Planning to build the system for long term resiliency and high margin of capacity and operational flexibility.
Works closely with Customer Care Group to improve customer and municipal satisfaction and the customer experience on new projects and to resolve complaints and concerns.
Works closely in support of Electric Operations Maintenance and Construction, Substation Design and Operations, Field Communications and Electric Field Operations to improve and maintain our electrical infrastructure for optimum performance.
Responsible for the development, justification and authorization of the capital plan project and budgets activities over a multi-year horizon and for the ongoing management.
Responsible for the oversight of and development and review of engineering plans and design details for capital projects and new customer projects, as necessary.
Coordinates and prioritizes system improvement work within each service area and across Electric Operations and participates in the work scheduling process.
Collaborates with other Engineers within Engineering and other departments to ensure consistency and teamwork.
Provides technical support and direction to operating areas relative to system priorities, engineering guidelines and operating decisions during normal and emergency situations.
Works closely with Investment Planning on project justification and financial rationing.
Assumes leadership position in Emergency Response Plan. Planning Section.
Assumes the role of Project Manager, as required.
Qualifications
Education: Requires a Bachelor of Science Degree in Engineering. An Electrical Engineering degree is strongly preferred.
Experiences: Minimum of eight (8) years in utility distribution engineering. Supervisory experience preferred.
