POSITION SUMMARY

The Small Projects Lead at Hess Midstream manages the successful front-end development and execution of multiple Infrastructure small projects for onshore unconventional oil and gas production (Upstream and Midstream), taking them from conception through final execution. Small projects range from $100 M to $3 MM and include minor modifications to gas processing plants, oil and gas gathering and pipeline transmission buildouts, and well pad facilities. Projects cover a wide range of variability from modifications and additions of rotating equipment, vessels, valve and piping, instrumentation and automation, and pads and buildings. These projects address varied business objectives such as profit improvement, environmental compliance, safety risk reduction, maintenance, and operability. Project development and execution activities include concept development, technical and economic feasibility, engineering, procurement, permitting and construction.  The small projects lead works within the Infrastructure delivery organization and closely with the Reliability Operations, Maintenance Reliability Integrity, and Regulatory organizations to deliver successful projects.

 

ROLES & RESPONSIBILITIES

Provides Front End and Execution Project Delivery for small projects for Well Pad Facilities, Pipelines and Tie-ins, Infrastructure Facilities from conception to final completion
Delivers decision support packages and investment recommendations to management
Develops projects according to a corporate stage gate process
Coordinates resources for engineering, land-rights acquisition, regulatory permitting
Coordinates internal and external engineering and construction (via established and new external construction services providers) 
Develops and utilizes early Project Execution Plans covering engineering, procurement, contracting, cost and schedule estimating, risk management and construction execution plans
Has skills to develop accurate cost and schedule estimates
Maintains a working knowledge and ability to apply engineering specifications, regulations, standards, and permitting requirements
Communicates project deliverables and recommendations written and oral presentations and technical reports
Accountable for management of full project execution budget.  Authority for approving task execution based on cost estimates and schedules provided by contractors, including base estimates/SOW and any additions
Accountable for project delivery according to Value Stream milestones
Communicate flow of projects in the .F program and forecasting of work load to Contractors
Coordinates with the Well Factory stakeholders to ensure projects are completed in advance of initial production
Maintains a working knowledge of and ability to apply engineering specifications, regulations, standards, and permitting requirements
Communicates project deliverables and recommendations thru written and oral presentations and technical reports

 

QUALIFICATIONS

Experience/Education

Bachelor's degree or higher in Petroleum, Mechanical, Chemical, Civil, Electrical Engineering or Construction Management
Experience working in the oil and gas industry; project management, operations, engineering (including civil), maintenance experience is a plus   
Knowledge of industry standards, best practices, and design methods

 

Skills/Attributes

Ability to identify industry proven solutions to infrastructure requirements
Engineering skills necessary for execution of technical and economic feasibility evaluations
Knowledge of typical project front end deliverables
Project management skills including ability to organize, plan and deliver results per a business timeline
Knowledge of project cost estimating, scheduling, and risk assessment
Knowledge of equipment specification and procurement
Ability to apply sound, independent judgment and be decisive to determine a course of action consistent with an established project framework
Ability to quickly establish credibility and gain support within a new organization
Ability to effectively communicate (verbal and written), including the ability to develop technical reports and presentations
Ability to manage external construction services
