POSITION SUMMARY:
The Right of Way Services (ROW) Supervisor position is responsible for establishing and communicating vision and direction. The ROW Supervisor identifies department needs and manages resources required to execute ROW responsibilities for a geographic area. This position directs department personnel and process performance toward effectiveness and efficiency by continuous improvement and monitoring of progress. The ROW Supervisor also manages major Right-of-Way (ROW) projects and oversees the development, ongoing maintenance, and oversight of departmental budgets. This position affords a unique ability to regularly interact with Operations, Engineering, HESS, Contract land services companies, and various other internal and external Stakeholder groups.
LOCATION:
The position can be located in Dickinson, ND; Bismarck, ND; or Robinson Lake, ND.
KEY RESPONSIBILITIES:
Lead 5+ team members and multiple land service contractors responsible for obtaining and maintaining land rights necessary for construction, operation and maintenance of MPLX Gathering and Processing Business Unit’s assets.
Develop clear long-term department vision, objectives, and metrics considering available resources.
Identify, justify, and procure personnel resource needs through collaboration with Manager in consideration of short- and long-term departmental objectives.
Manage the development and oversight of ROW processes focused on field operations support including:
ROW Acquisition Processes
Landowner Notification Process including Damage Settlement and Compensation Guidelines
ROW Maintenance Process
Encroachment Management Process, including the Third-Party Encumbrance Guidelines
Real Estate Acquisition Process
ROW Agreement Management Process
Pipe & Facility Signage Process
With consideration for risk tolerance, ensure development, documentation, communication, training, monitoring adherence, stakeholder feedback, and continuous improvement of ROW processes. Significant changes in ROW processes will be reviewed and approved by Department Manager
Develop, maintain, communicate, and monitor the ROW Department Change Plan and annual goals for ROW Processes, ensuring alignment with strategic plan and in consideration of stakeholder feedback.
Ensure department personnel are adequately trained and/or qualified for their positions.
Work with appropriate department personnel, project leaders and stakeholders to develop, maintain, and continuously improve ROW departmental program objectives and scopes.
Recommend and justify new and existing program activities and corresponding budget on an annual basis to Department Manager, approving and communicating changes throughout the year as necessary. Ensure strategic plans are developed and tactical budgets are prepared.
Related to any ROW sponsored projects, review and approve Decision Support Packages (DSP’s) and Authorization for Expenditure’s (AFE’s) and participate in project update meetings with Engineering.
Support and set expectations for ROW department personnel to support other processes as they apply to ROW.
Coach department personnel, fostering an approach where employees feel comfortable soliciting input and direction and expressing their viewpoints. Establish good interpersonal relationships so people feel valued, appreciated and included in department activities.
Establish and clearly communicate expectations for empowerment, performance and development, identifying gaps versus expectations on an individual employee level or common to groupings of department employees. Identify and consider work/life balance issues that may be influencing performance. Reinforce positive behaviors/performance via rewards and recognition and address negative behaviors/performance via appropriate disciplinary measures or feedback.
Continuously improve leadership skills by analyzing individual performance gaps, developing a plan to address the gaps and taking action to achieve the goal.
EDUCATION AND EXPERIENCE:
Bachelor’s degree in business or applicable field
Less than a Bachelor's degree may be acceptable if accompanied by extensive experience in positions that demonstrate required abilities and performance
Land or ROW Management Certification desirable, but not required
6-9 Yrs. Experience in Right of Way Industry
Proven Leadership Skills- Ability to lead, coach & mentor employees
Advanced Knowledge of Property Rights and Property Interests
Strong Communication Skills - Ability to lead, motivate and influence others. Ability to communicate at multiple levels across the organization, including senior management.
