Job Purpose/Summary:
Responsible for analytical oversight of all aspects of crude oil measurement and product quality activities within the Division. Work closely with all Operations management to insure accurate and consistent measurement of crude. Assist with maintaining and updating of Company Measurement policies and programs. Initiate measurement audits and act as lead. Provide guidance to operations on preferred measurement equipment and proving instrumentation. Assist in training of Measurement Technicians and Operations Supervisors. Assist with scheduled maintenance on measurement equipment and calibration of metering devices to assure proper quantity measurements for company and customers
Job Responsibilities
Oversee all aspects of liquid hydrocarbon measurements within the Division, including custody
transfer as well as leak detection and integrity metering
Provide support and guidance for field level measurement personnel
Maintain gain /loss reports and analyze data
Maintain Division gains /losses within established company standards
Ensure all measurement equipment within Division meets company and industry standards
Ensure all measurement procedures in the field are being followed according to company and industry standards
Provide cost effective solutions for measurement problems
Monitor industry proposed measurement changes and latest technologies
Knowledge, Skills, and Experience Required:
Associates Degree, military experience or a minimum of 3 years of equivalent work experience with strong background and experience with measurement instrumentation and related pipeline equipment associated with petroleum measurement.
Working knowledge of ballistic, bi-directional and uni-directional provers, ability to perform routine calibrations and monitor and investigate measurement overages and shortages.
Must have a detailed understanding of API measurement standards and be familiar with PHMSA and OSHA regulations.
Should be proficient in hydroater, temperature, pressure and vibration monitoring testing, photopulsers and personal computer software operations to track and document work.
Ability to re-build meters to manufacturer's operational specifications and/or to API specs and independently set up LACT Units for Buy & Sell functioning.
Exhibits leadership qualities and shows economic decision-making capabilities.
Strong communication, interpersonal skills and the ability to perform basic math.
Experience with Microsoft office suite with strong emphasis on Excel and/or other spreadsheet applications.
