Job Summary
Senior Manager, EEO Contract Compliance Programs will interact with internal and external stakeholders, organize data, analyze data and existing metrics, report on data and drive compliance with all aspects of government contracts with respect to employment matters.
This role will lead the Company’s EEO compliance efforts with respect to government contracts with a focus on Affirmative Action Program efforts and sustainability reporting. The role will work closely with Legal, People Department, Operations and third-party vendors to recommend, design, develop and implement workforce compliance initiatives and enhance current program offerings ensuring alignment with Waste Management’s strategic business objectives. This role will assist in the evaluation of applicable laws and regulations impacting government contracts with respect to employee obligations while serving as a business partner to senior leadership to identify, propose, and implement necessary actions to prevent, detect, and correct noncompliance and enhance Company diversity and inclusion initiatives.
II. Essential Duties and Responsibilities.

Coordinate with vendors and internal resources on development, implementation, and monitoring of Affirmative Action Plans (AAPs) for all business units.
Manage and audit job classifications to maintain appropriate AAPs.
Design, conduct and/or facilitate workforce compliance-focused training and development opportunities for People Department.
Monitor compliance with Waste Management’s overall affirmative action plan on a regular basis and evaluate data to identify potential barriers for recruitment/advancement; make recommendations on corrective actions to eliminate employment barriers as appropriate.
Develop and present metrics for key stakeholders across the business to monitor and improve diversity recruitment, engagement, retention and promotion strategies.
Liaison with the Company’s Diversity and Inclusion and Sustainability Leaders to enhance efforts while maintaining compliance with law.
Prepare and deliver government required reports (federal, state and municipal level) to ensure undistrupted business opportunities.
Collaboratively lead multi-function project team to respond to OFCCP audit requests related to Waste Management’s Affirmative Action Programs.
Collect, organize and analyze data relavant to compliance programs.
Anayze trends in employment data and make recommendations on changes to influence changes to adjust for those trends
Coordinate with internal resources to review and determine government contract requirements related to background checks, drug and alcohol testing, prevailing wages and benefits and any other requirement with respect to employees servicing such contracts.
Conduct pay equity research and analyses.
Assist with EEOC and state agency discrimination charges, including gathering documents, interviewing witnesses and prepareing responses.
Research federal, state, and local laws and informs management on legislations with will impact Affirmative Action and EEO policies and monitors, revise and/or recommend changes to Waste Management’s policies and procedures as appropriate.
Manage & Maintain Employment Posters – annually.
Assist People Organization with design and implementation of disability accommodation process.

IV. Qualifications
The requirements listed below are representative of the qualifications necessary to perform the job.
A. Education and Experience
Required:
Bachelor’s Degree in Human Resources or similar area of study.
Minimum 8 years’ experience with EEO/ AA program development and administration experience.
A minimum of six years’ experience working cross-functionally and cross-organizationally with a significant emphasis on: (a) developing and managing complex projects and programs that have direct business and/or employee impact and (b) delivering presentations/training and facilitating group sessions.
Preferred:
Advanced degree in Law or Human Resources.
Work related training/experiences in law, compliance, HR processes.
Knowledge of government contract requirements including prevailing wage requirements.

Strong computer skills, e.g. Excel, PowerPoint, Word, Office, Access and strong knowledge of statistics analysis of large data for business application.
