Job Description:

This Roadmap Manager is responsible for bringing DISH’s various IT/OSS, Device, RAN, and CORE engineering and development stakeholders together on the same page, literally and figuratively. They will continuously collaborate with all stakeholders company-wide and take point on creating shared understandings that harmonize the organizations device and network technology plans and focus their intersection in a strategic context.

They will work in a dynamic team environment to help facilitate the successful integration of first-of-a-kind devices/chipsets/modems/modules and their technology features onto DISH’s first-of-a-kind implementations for its Wireless Enterprise, Retail, Wholesale, MNVO and roaming efforts. DISH’s vision for its 5G SA mobility cellular network is to utilize O-RAN and cloud-native core technologies operating on a distributed flexible compute platform. This Roadmap Manager will be at the center of getting stakeholders excited about our direction and rallying them around a single set of priorities and committed outcomes. They will be responsible for ensuring that device, chipset and network feature and technology dependencies ground our decision making and come together in a timely fashion in support of this vision. Ultimately they will be responsible for ensuring our combined technology roadmap delivers value to customers.

Responsibilities:

Own The Device/Network Technology Roadmap as an artifact and the continuous cross-organizational process of its creation and delivery to stakeholders ranging from engineering level subject matter experts to executives.
Collaborate with key stakeholder colleagues from device product development & delivery and network technology planning & engineering teams to continuously deliver this synergistic technology roadmap so that it harmonizes external dependencies with the needs of the business. All done with an ownership mentality for longer-term strategic objectives.
Work directly with internal international standards teams (e.g. 3GPP) to collaborate directly with mobility modem chipset vendors and their partnered device Original Equipment Manufacturers (OEMs) on zero to three year horizons.
Continuously collaborate and negotiate with often disparate stakeholders and facilitate a group shared understanding of their respective technology timeline dependencies. Motivate and lead them to triage and prioritize as one team and deliver to the organization common decisions in support of overall business objectives.
Lead the organization to minimize “hurry up and wait” and “missed windows of opportunity” scenarios where core underlying technology delivery timelines become mismatched due to lack of visibility and shared understandings of dependencies between engineering and development teams.
Exhibit flexibility and embrace learning as part of a successful product development process. Continuously manage stakeholder expectations on technology feature delivery and facilitate resolutions when schedules slip or business needs change.
Facilitate a process that holds teams accountable for their deliverables and ensures visibility that product and projects are delivered by agreed upon timelines.
Regularly interact across functional areas with senior management and executives to help the team ensure expected outcomes and objectives are met.
With automation always top of mind, help develop systems and tools for effective communications and efficient task execution.
Evaluate, implement, manage and continuously improve device and network technology engineering collaboration processes and procedures.

Qualifications 

Bachelor's degree in engineering or computer science or related degree; Master’s degree preferred.
5 years of experience working directly with all major wireless mobility device OEMs, chipset providers and RAN/CORE vendors in bringing commercial devices and networks to market.
Familiarity with 3GPP & GSMA standards and associated 4G/5G Radio Access and Core Networking technologies.
Demonstrated skills and a passion for mentor-ship, relationship building, collaboration and team development.
An established enthusiastic, clear communicator and creator of clear and highly-visible shared understandings at both the executive and engineering levels.
Proven problem solving, organization and verbal and written communication skills are essential.
Proven ability to influence thinking and gain acceptance of others in sensitive situations.
Successful track record as both a leader and process manager.
