DESCRIPTION

The Supervisor, Instrumentation & Electrical manages all electrical, instrumentation, controls, automation equipment and related activities within their assigned Region to ensure reliable and cost-effective Pipeline and Terminal operations.

Responsibilities May Include

Supervising a team of I&E Technicians who are located remotely (i.e., some distance from the Supervisor’s primary location) and whose responsibilities include:

Executing all troubleshooting, maintenance, and repair for electrical, instrumentation, controls, and automation equipment.

Providing technical guidance for the design, installation, and operation of all electrical, instrumentation, controls, and automation equipment in the Region.

Providing I&E, Controls and Automation technical expertise to support the I&E Technicians, as well as engineering, operations, and other maintenance personnel within the Region.

Working with Engineering Services and other I&E Supervisors to ensure related standards, policies, and procedures are fit for purpose and cost-effective.

Managing the Region’s critical I&E, controls, automation equipment inventory, and critical spare replacement plan.

Developing a long-range plan to ensure all I&E, controls, and automation equipment is properly maintained according to applicable standards and policies and considering system and equipment criticality and available data and ensuring this plan is incorporated into the Region’s capital, expense, and major maintenance budgets

Developing, tracking, and controlling the I&E, Controls, and Automation capital, expense, and major maintenance budgets.

Coordinating with Engineering, Operations, the Planner/Scheduler, and other maintenance disciplines to ensure the I&E Technicians are effectively assigned to tasks and time off, overtime, and call-outs are managed effectively

Coordinating with the Planner/Scheduler to ensure the Region Maintenance Schedule is complete, accurate, and up to date.

Coordinating with the Operations Superintendents and Local Operations to plan and schedule maintenance and project work to minimize the impact to Pipeline and Terminal operations.

Ensuring the I&E Technicians execute work according to applicable regulations, standards, policies, and procedures and in an efficient and cost-effective manner.

Ensuring the I&E Technicians and other personnel fully document failures, data, and work related to I&E, controls, and automation equipment in SAP PM.

Working with Engineering Services, the Functional Excellence Team, and applicable industry organizations to identify new technologies in support of reliable and cost-effective operations and stay current with changes to industry regulations, standards, and practices.

Working with the Engineering Director and I&E Technicians to implement tools, processes, and new technologies.

Ensuring I&E Technicians and other personnel receive required training.

Ensuring failures and near misses are appropriately investigated and resulting action items are implemented.

Evaluating material and service providers to ensure they provide professional quality services.

Supporting related inspections, audits, and Emergency Response activities.

POSITION REQUIREMENTS

Basic/Required:

Legally authorized to work in job posting country

High school diploma or GED equivalent

Must have a valid driver’s license

7 or more years of experience troubleshooting, maintaining, and repairing electrical, instrumentation, controls, and/or automation equipment

3 or more years of experience in a leadership and supervisory position

Working knowledge of preventative maintenance processes

Working knowledge of industry safe work practices

Working knowledge of the National Electrical Code

Working knowledge of Hazardous area classifications

Intermediate proficiency in Microsoft Office Word and Excel

Able to read and understand related drawings and technical documents

Willing and able to perform/comply, with or without a reasonable accommodation to travel up to 25%.

Preferred:

Associate’s degree in Electrical Maintenance, Instrumentation or Industrial Electronics

5 or more years of experience working in Midstream Operations

10 or more years of experience troubleshooting, maintaining, and repairing electrical, instrumentation, controls, and/or automation equipment

Direct experience troubleshooting, maintaining, and repairing electrical, instrumentation, controls, and/or automation equipment

Direct employee or contractor supervisory experience

Direct experience with the Plant Maintenance module of SAP

Phillips 66 operates as an energy manufacturing and logistics company. It operates through four segments: Midstream, Chemicals, Refining, and Marketing and Specialties (M&S).
