Job Description Summary
Develop Forward Pricing Rates for GE Aviation Military Engines and Aviation Systems organizations. Partner with Operational functional organization leadership to enable the business to have compliant operating practices, policies, pricing rates and factors with no material misstatement or weaknesses. Excel in the analysis of financial data to support rate generation, government financial reporting, forecasting, variance analysis, contract price negotiation, and contract compliance.
The incumbent will influence and collaborate effectively with diverse functional groups at all organizational levels to achieve common objectives and to develop and sustain lean compliant processes and procedures.
Own audit process of said rates and drive request for information (RFI) data on multiple complex audits for proposal rates packages and final rates through agreement with the various US Government entitys DCMA & DCAA.
Job Description
Essential Responsibilities
* Analyze financial information to ensure costs are aligned to appropriate cost pools for submission of Forward Pricing Proposals (FPRP) and annual Incurred Cost Submissions (ICS) to various government agencies, as well as internal partners
* Provide actionable analysis, insights, and recommendations for compliance on FAR and DFAR regulations to Business Management and Program leadership that is above and beyond simple reporting
* Exhibit a high degree of flexibility on fast changing, fast growing, high visibility projects and programs
* Develop knowledge of assigned rate pool cost structure and develop recommendations for Finance leadership and senior management to compliantly recover maximum allowable cost
* Establish effective working relationships and lines of communication with cost contributors to ensure timely support for rate submissions, audits, and other internal and external deliverables
* Prepare five year, forward looking cost report narratives and final schedules for submission to the federal government as part initial and updated FPRP. Provide subject matter expertise and analysis in support of rate negotiations with federal representatives and business leadership
* Ensure compliance with federal regulations. Partnering with functional Finance teams, develop annual projections of the overhead or direct labor rate(s) using operational budgets and other forecast information and guidance
* Manage processes and documentation that support the development and audit of rates. Support internal, DCMA, DCAA and external audits
* Apply lean concepts to streamline process and reduce waste
Required Qualifications
* Bachelors degree from an accredited university or college (or a high school diploma / GED with at least 6 years of experience)
* 4+ years operating cost analytics experience
* 3+ years accounting for costs experience
* Significant experience in the Finance & Government Accounting

* Accounting certification (CPA, CMA, or similar)
