Project Overview:
Bechtel is designing, constructing and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.
The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.
Position Summary:
The Contractor Assurance Specialist will report to the Contractor Assurance System (CAS) Manager and will support the maintenance, development, and implementation of the WTP Contractor Assurance program.
Responsibilities:
· Leads cross-functional teams for complex business issues (e.g. assessments, corrective action management, trend analysis, causal analysis, and implementation of lessons learned).
· Monitors and evaluates project personnel execution/implementation of the Contractor Assurance program.
· Identifies adverse conditions and quality trends through the development of quality metrics/measures.
· Performs programmatic interpretation of Contractor Assurance requirements.
· Prepares and delivers presentations on Contractor Assurance program requirements and initiatives
· Maintains project Contractor Assurance documents.
· Guides quality activities of functional professionals in the preparation and/or review of procedures, and investigation reports.
· Works with multi-discipline teams to review and report on new or revised regulatory requirements and their impact on the established Contractor Assurance program.
· Translates regulatory requirements to associated procedures.
· Develops and follows up on actions taken in response to assessment findings to assure adequacy of completed corrective actions.
· Establishes and maintains relationships with designated client personnel.
Qualifications and Skills:
· Bachelor degree in an engineering or scientific discipline or business management/quality assurance from an accredited university or college with 6 years of progressive experience in a field of engineering, environmental, procurement, construction, testing/commissioning, operations, or assurance.
· Or in lieu of formal degree, a minimum of 12 years of progressive experience in a field of engineering, environmental, procurement, construction, testing, operations or quality assurance.
Minimum Qualifications
· Related experience and knowledge of a recognized relevant assurance standards/orders (e.g. NQA-1, ISO 9001, DOE O 210.2A, DOE O 226.1B, DOE O 425.1D) and their application to Engineering, Procurement, Construction, Commissioning, and Operations.
· Experience with monitoring performance, analyzing issues, reporting on progress to appropriate levels of Management, and making recommendations for actions to improve Contractor Assurance implementation.
· Ability to work closely with technical teams, senior leadership, regulatory agencies, and stakeholders in developing and managing Contractor Assurance system/processes.
· Technical knowledge in Assurance processes sufficient to comprehend the application of and relationships to technical and quality requirements.
· Demonstrated ability with oral and written communications.
· Ability to use a computer and intermediate skills in Microsoft Office software including Word, Excel, Outlook, and Power Point.
· Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
· Must be able to obtain a Department of Energy badge for access to the Hanford Site.

· Knowledge of Management Assessment conduct and administration.
· Knowledge of Operating Experience/Lessons Learned processes.
· Knowledge of Trending, Metrics, and Benchmarking practices.
· Knowledge of Corrective Action/Issues Management processes.
· Knowledge of nonconformance and deficiency reports for nonconforming or deficient items.
· Root/Apparent Cause Analysis training
· Knowledge of regulatory requirements and functions that impact the Contractor Assurance program.
