Job Description

Summary:

Develops, implements and evaluates programs and procedures for the Companys midstream oil and gas businesses in the U.S. Responsible for managing a team of specialists tasked with maintaining (1) an injury and incident free workplace and (2) compliance with all environmental, health and safety (EH&S) laws and regulations. Interacts with agency representatives on behalf of the Company. Monitors and helps coordinate strategies for the organizations EH&S policies and procedures. Sponsors investigations of EH&S incidents to determine root cause, contributing factors, and to recommend and support corrective actions to assure optimum prevention. Assess and promote industrial hygiene practices for hearing, respiratory, etc. as needed to protect field workforce from potential injury or illness and meet regulatory requirements. Manages a team of specialists responsible for permitting activities (applications, extensions, modifications, renewals, exemptions) in support of operations, maintenance, and business development opportunities. Reports to senior management on key EH&S indicators for business segment performance. Follows trends in regulatory and enforcement to advise management on risks and opportunities. Monitors environmental, governance and sustainability (ESG) developments in the oil and gas midstream sector and among the Companys industry peers.

Principle Duties & Responsibilities:

* Works in conjunction with corporate and business unit management in developing effective EH&S programs and policies as well as directing the development, delivers and implementation of all safety programs;
* Identifies, evaluates, and recommends programs and processes that will eliminate or mitigate risks to ensure compliance with applicable state and federal EH&S laws of regulatory agencies with jurisdiction over Company operations, such as but not limited to OSHA, DOT, EPA, FERC;
* Develops, implements, and distributes the EH&S training and curriculum for Company employees;
* Maintains relationships as necessary with appropriate agencies and keeps abreast of regulatory/governmental proceedings to identify impacts to the organization;
* Oversees audits of company employees, equipment and facilities for EH&S compliance;
* Interprets regulations (city, county, state, federal) and consults with management and employees on applicability and compliance;
* Updates plans and procedures to accomplish current business objectives in compliance with EH&S standards;
* Coordinates and participates in inspections including notifications, preparations, results, feedback and correction of deficiencies;
* Helps specify and recommends equipment and PPE purchases to ensure adequate safety protection is provided;
* Coordinate the Companys response to due diligence requests in conjunction with sales, financings, and joint venture arrangements;
* Coordinate the Companys request and review of due diligence materials in acquisitions.

Education & Experience:

* Minimum 4-year college degree, preferably one or more post-graduate degrees;
* Minimum of 5 years in the onshore U.S. energy industry, either employed by an operator, working as a consultant, and/or with government regulatory agencies.

Knowledge Skills & Abilities:

* Superior verbal and written communication skills in English;
* Proficient with Microsoft Office, particularly Excel and PowerPoint
* Conflict resolution and problem solving;
* Prioritizing among multiple initiatives and allocating resources efficiently;
* Takes initiative to reason and exercise independent judgement and discretion in dealing with a variety of individuals and situations;
* Exercising care in handling sensitive/confidential information and communications that may be subject to attorney-client privilege;
* Work effectively under pressure and practice efficient time management;
* Available to travel on a regular basis;
* Leadership in maintaining a Company culture that prioritizes EH&S goals;
* Knowledge of safety regulations, policies and procedures;
* Ability to sponsor formal incident investigations and inform management on preventative measures for future reoccurrence;
* Ability to interpret regulations to ensure compliance;
* Basic understanding of the processes, systems, assets, resources, key personnel and business functions; Basic knowledge of the operation associated with environmental compliance and emergency response;
* Ability to perform as a team leader in a cross functional environment and achieve consensus decisions;
* Comprehensive knowledge of EH&S requirements for companies in the U.S. energy industry.

Physical Demands and Working Conditions:

* Primary place of work at the Companys headquarters in Houston, Texas
* Available to travel periodically to visit field locations, consult with regulatory agencies, join customer meetings, and represent the Company at industry and association conferences;
* Work is performed in an office environment and, when necessary for site visits and meetings, in a field environment at the location of Company facilities or proposed projects while wearing personal protective safety equipment (respirators, safety glasses, hard hat, appropriate footwear, ear plugs, etc.) when needed.

SMLP has an equity investment in and operates Double E Pipeline, LLC, which is developing natural gas transmission infrastructure that will provide transportation service from multiple receipt points in the Delaware Basin to various delivery points in and around the Waha Hub in Texas. SMLP also has an equity investment in Ohio Gathering, which operates extensive natural gas gathering and condensate stabilization infrastructure in the Utica Shale in Ohio.  

We generate a substantial majority of our revenue under primarily long-term and fee-based gathering agreements with our customers. The majority of our gathering agreements are underpinned by areas of mutual interest (“AMIs”) and minimum volume commitments (“MVCs”). Our AMIs provide that any production drilled by our customers within the AMIs will be shipped on our gathering systems. The MVCs are designed to ensure that we will generate a minimum amount of gathering revenue over the life of each respective gathering agreement. The fee-based nature of the majority of the gathering agreements enhances the stability of our cash flows and limits our direct commodity price exposure.

Since our formation in 2009, our management team has established a track record of executing this growth strategy through the acquisition and subsequent development of DFW Midstream, Grand River, Bison Midstream, Polar & Divide, Mountaineer Midstream, Summit Utica, Niobrara G&P, Summit Permian, and Double E Pipeline.
