Primary Objective:
Manages the state income, sales and use, property tax compliance, and unclaimed property reporting.
Minimizes tax liability through sound and informed application of tax laws and regulations permitting alternate treatment of taxable items. Determines the tax consequences of the organizations past or proposed actions. Suggests favorable methods of reporting the facts and recommends that projected actions follow patterns designed to minimize tax costs. Relies on extensive experience and judgment to plan and accomplish goals. Leads and directs the work of others with the goal towards a coordinated team effort.
Major Function and Scope:
* Manage the impact of state income taxes on the Companys bottom line by effective planning and tax research. Under the direction of the VP-Tax, assess and manage the levels of risk on state income tax positions and establish processes for evaluating tax planning ideas and assessing costs and risks.
* Establish his/herself as the tax incentive point-of-contact for all domestic capital projects. Negotiates both state and local tax incentives (Income, Property, Sales and Use) on domestic economic development projects.
* Manage the preparation and calculation of the state income component of the Company's quarterly and yearly financial statement tax provision. Assist in state income tax related audited financial statement footnote disclosures in accordance with ASC740 and SEC reporting.
* Oversee the state income tax compliance processes. Review of all state income tax returns and insure compliance with current tax law as well as implementation of tax strategies and positions. Review estimated state tax deposit liabilities for the Company and its subsidiaries to ensure timely reporting and filing.
* Oversee the Sales and Use tax compliance and audit function, providing guidance on strategic initiatives, assuring that enough information and resources are available. Provide guidance on Sales and Use tax audits and negotiated settlements with taxing authorities.
* Responsible for the Companys property tax compliance and planning initiatives. Manage internal staff and outside service provider to insure compliance with tax laws, and that property tax savings are maximized through valuation analysis and/or tax exemptions and abatements. Manage the annual property tax budgeting process.
* Responsible for the Companys compliance with unclaimed property reporting. Manage internal staff and outside service provider to insure compliance with state laws, and that exposures for underreporting are minimized. Manage all unclaimed property audits handled by outside service provider.
* Assist the Director of Audits and Strategic Initiatives with defending state tax positions and assists in negotiating settlements with taxing authorities.
* Develop and implement policies, procedures, and methods related to state tax compliance and to the state tax accounting process to ensure that work is completed in a cost-effective manner.
* Oversee the State Tax Teams involvement in automation projects related to improvements in data storage, gathering and processing capabilities related to improved efficiencies in the compliance processes.
* Collaborate with Director, Federal Tax and Director, Audits and Strategic Initiatives as appropriate in research, development and analysis of tax planning opportunities.
* Supervise and train staff members in the performance of their job duties. Prioritize and schedule compliance work and resolve resource allocation conflicts that arise within or from outside the group. Administer all personnel activities such as performance appraisals, counseling, development and training, and disciplinary actions.
* Perform other tax related activities, special projects as determined by VP-Tax.
Type of Experience and Knowledge:
* B.S. or similar degree, Accounting, Finance or Economics Concentration
* C.P.A. and / or advanced degree in taxation
* Minimum 10 years of corporate tax experience in a multi-state, multi-entity corporation environment.
* Possess comprehensive knowledge of state and local tax principles and the ability to apply these principles in the preparation of state and local income and franchise, sales and use tax returns and property tax returns.
* Experience in negotiations and settlements with taxing authorities.
* Solid understanding of accounting principles and theory.
* Experience with analysis of tax reserve needs and maintenance of balance sheet reserve accounts under ASC 740.
* Working knowledge of OneSource or other tax processing software required.
* Background in ASC 740 from both academic and practical application perspectives.
