As the Manager, Control Systems Operations, you will support the Company's Gas Control SCADA systems and Storage and Peak Shaving process control systems. Manage and approve SCADA and process control engineering design projects for pressure monitoring, pressure control, flow monitoring and flow control, remote control valves, process control, HMI systems, field device communications, specification and programming. Maintains compliance with DOT regulations documented in CFR 192 and other relevant codes and standards such as NFPA 70. Leads engineering team in supporting existing SCADA and Process Control systems include creating and implementing software and hardware upgrades and patches, cyber security programs and practices, trouble investigation and mitigation. Supports testing and design parameters of new equipment as needed prior to approval for field installation. Coordinates with and supports other managers throughout all regions regarding SCADA and process control engineering related issues. Provides leadership and direction to the department. Provides training and developmental and leadership opportunities for staff.
Specifically, you'll have the opportunity to:
* Manages and approves SCADA engineering design projects for Gas Operations including pressue monitoring, pressure control, flow monitoring and flow control, remote control valves, process control, HMI systems, field device communications, specification and programming.
* Supports design and maintenance of Storage and Peak Shaving process control systems as needed.
* Ensures that designs are safe, reliable, functional, economically viable, secure and comply with 49 CFR 192 , and other appropriate regulations and stadards including NFPA 70, NFPA 70E, API 1164, API1165, and other applicable federal, state and local statues and rules related to SCADA system design and installation and maintenance.
* Provides final engineering approval for projects within approval limits established by company policy
* Manages workflow responsible for creation of work orders, designs and other project related documents including permits, specifications, and reports for customers, contractors and others. Monitors workflow process to ensure adherence to company requirements regarding compliance, turnaround, etc. Reviews and take actions to support continuous improvement of the process.
* Monitors and approves monthly reports involving expense accounts, cost centers, IBuy, SAP approvals, time, capital budget review and variance reporting.
* Assists in capital and expense budget preparation and manages these budgets for the organization reporting to this position.
* Meets with customers, contractors, government representatives, employees and other management as required and has the authority to make decisions for the company in such meetings within approval limits.
* Coordinates to ensure open communications with other departments within Gas Operations including Gas Control, Storage and Peak Shaving, Gas Engineering, Measurement Services, Rates, Regulatory, Finance and others.
* Works hand in hand with the Technical Operations Network and Cyber Security departments to facility reliability and security of SCADA and Process Control system and their interface and use of the company's network systems and cyber monitoring.
* Ensure compliance with cyber security requirements of the TSA Pipeline Securty Guidelines and othe relevant cyber reglations and standards.
* Provides SCADA engineering support to other departments regarding SCADA engineering related issues.
* Manage and develop a standardized documentation systems to create a clear and accesable record of SCADA, process control, and field site design drawings, software documentation, specifications and backups. Supervises and develops employee. Sets department and individual goals aligned with company goals. Reviews performance and coaches when improvement is needed.
* Oversees training of new and current employees to ensure appropriate training is received for assigned responsibilities. Provides development and leadership opportunities appropriate for staff position level.
* Leads SCADA engineering support to company efforts in response to emergency situations including servere weather related conditions. Monitors SCADA engineering support to Gas Operations with respect to SCADA engineering issues encountered during construction and maintenance activities.
Qualifications
Basic Qualifications:
Requires a bachelor's of science degree in Engineering from an accredited college or university.
Requires a minimum of 7 years of experience in SCADA design, process control design, Cyber Security, gas utility regulation and control design or related project construction design including leadership responsibilities.
Requires a professional engineers license.
Requires a minimum of 2 years direct experience with SCADA or process control systems
