Acquisition Analyst, Senior

Key Role:

Assist in all aspects of the contract life cycle to include developing acquisition strategies, preparing documents, closing out contracts and other activities in support of a DHS customer. Apply experience with DHS acquisition and contracting processes, systems and databases, including STPR Tracker, FFMS, and ARM. Apply working knowledge of Federal Acquisition Regulations (FAR), Homeland Security Acquisition Regulations (HSAR), and the Homeland Security Acquisition Manual (HSAM). This position is open to remote delivery from any location in the U.S., to include the District of Columbia.

Basic Qualifications:

* 15+ years of experience with federal contracting
* 5+ years of experience with DHS contracting and acquisition
* Experience with assisting and advising in all pre-award, award, and post-award acquisition planning and documentation
* Experience supporting a DHS Level-3, non-acquisition program
* Experience with providing acquisition and procurement related guidance and expertise, including researching current statutes, regulations, and local policies and procedures, and strategic sourcing
* Experience with assisting with the evaluation of technical and cost proposals, including establishing negotiation objectives and documenting the outcomes
* Experience with assisting with the qualitative oversight of large, complex operations and maintenance contracts
* Experience with assisting Government officials with acquisition-sensitive and related activities requiring neutral, conflict of interest-free engagement
* DHS Suitability clearance
* BA or BS degree

Additional Qualifications:

* Knowledge of the DHS Office of Procurement Operations Manual (OPOAM)
* Ability to assist with and advise on access to and completion of templates for all acquisition-related documents
* Ability to support the submission of complete and accurate Purchase Request (PR) packages
