Participates in the control of costs and schedules on projects requiring validated cost schedule control system.

Primary Responsibilities:

* Monitors and reports performance against plans to ensure the contractual, cost and schedule objectives are met. Arranges modifications as required.
* Works with many project teams, advising on strategies to develop cost and schedule plans to meet contractual/project requirements for large complex programs.
* Performs analysis and prepares reports in order to ensure that projects are within negotiated and agreed upon parameters and government cost expenditures, preparation and submittal of timely requests for additional funding, through the appropriate functional representative (s).
* Acts independently to determine methods and procedures on new or special assignments. Works under special assignments. Works under consultative direction toward long-range goals and objectives. Assignments are often self-initiated. Virtually self-supervisory.
* Exercises independent judgment in methods, techniques and evaluation criteria for obtaining results. Develops advanced concepts, techniques, and standards.
* Expertise in the utilization of Earned Value Management practices, procedures, government guidelines and reporting requirements, which includes scheduling fundamentals and system tool usage, such as SAP/BW and Microsoft products.
* Provide variance analysis of monthly sales, costs, profit, schedule and milestone billing forecast in comparison to prior and plan. Perform same effort for AOP/SFP. Identify/quantify risks and opportunities to ensure that the team and management are informed of the financial status and impact.

Basic Qualifications:

* Bachelors degree and 7 years of relevant experience OR
* Advance degree and 375 years of relevant experience OR
* In absence of a degree, 11 years of relevant experience is required
* 5+ years of earned value experience
* Work independently as well as in a team environment
* Ability to obtain security clearance
* Must be a US Citizen

Preferred Qualifications:

* Familiarity with SAP and Cobra or EVMS for Project
