Northrop Grumman is looking for a System Integration, Test amp; Evaluation (SIT amp;E) Lab Operations Engineering Manager assigned to SIT amp;E IPT Lead. This position is responsible for all efforts executed within the E-2 System Integration Lab (SIL), which include supervising and leading the operational aspects of incoming and ongoing projects and serves as liaison between SIT amp;E and its internal and external customers. This manager will lead a dynamic team of 10 to 20 engineers and technicians executing lab builds, maintenance and operations across multiple units within the E-2 enterprise. This position will develop a team performing routine technical functions related to the support of development engineering activities such as design, test, checkout, fabrication, modification, and assembly of electronics and Electro-mechanical systems, experimental design circuitry, prototype models or specialized test equipment. Applications may include analog, digital and/or video type circuits and logic systems. This role will be encouraged to review schematics, diagrams, layouts or defined plans to perform routine testing, checkout, troubleshooting, prototype building, environmental testing, and sophisticated developmental engineering tasks. Lead a team performing routine operational tests and fault isolation on development systems and equipment to ensure conformance with design specifications. Diagnoses and isolates malfunctions down to component level. Conducts defined engineering tests and collects data as assigned. Utilizes routine development or diagnostic equipment including oscilloscope, VOM, DVM, signal generators and similar test apparatus.
The SIL represents and test functionality of a complex AEW amp;BMC2 mission system suite testing consisting of passive and active sensors, communication, navigation/control, onboard networks and mission management software developed by subcontractors and other organizations within Northrop Grumman.
Manager is responsible for lab operations, plan-staffing requirements to support execution of critical testing related materials such as lab schematics, BOM/ROM plans and test support.
Manager will assist with program from proposal through execution. Will coordinate daily test activities for all system lab testing for domestic and international programs. Will lead teams to execute to common goals and understand / remove roadblocks while assisting with planning multiple programs across IPTs including AMC programs, international and fleet sustainment initiatives.
Frequent contact with individuals from other departments, and/or outside organizations. This role will be responsible for planning, executing and statusing programs to include technical and financial performance. Candidate will work with leads across multiple sites and roles to ensure programmatic execution. Responsible for looking across the organization for efficiencies including reduction of current plans while still meeting program needs. Candidate will be responsible for earned value management.
Candidates should also have strong communication and team building skills, and be comfortable working on large, multi-functional teams to accomplish overall SIT amp;E integration.

The successful candidate will be responsible for providing functional leadership and direction to a team of SIT amp;E engineers. This includes; ensuring members have sufficient SOW, managing members performance (including engagement strategies for higher performers and corrective actions for lower performers), coordinating with programs to ensure appropriate staffing actions are developed and executed relative to their section, and ensuring their members are familiar/adhere to required engineering processes and tools. This manager will be the first point of contact for performance accountability concerns involving section members and will make decisions regarding required escalation and resources required for resolution. Responsibilities also include day-to-day operations of the functional organization, including decisions regarding awards, performance evaluations, salary review process, staffing, employee movement between programs, balancing resources among programs, employee development and mentoring, ensuring proper charging practices are followed, meeting indirect budget targets, and interpreting higher level guidance for implementation within the organization.

Qualification
Basic Qualifications:
* Bachelors Degree in a Science, Technology, Engineering or Mathematics (STEM) related field and at least 9 years of engineering experience OR Masters in STEM with at least 7 years engineering experience
* Ability to obtain and maintain a DoD Secret and Top Secret clearance and obtain and maintain Special Program access. Must have an interim prior to first day of employment.
Preferred Qualifications:
* 5+ years Management/Lead Experience
* DoD Top Secret clearance and Program Access
* In depth knowledge of system integration and test against the related E-2C/D prime mission equipment including Avionics, Navigation, Sensor systems (Radar, IFF, etc.), aircraft power amp; cooling systems 1553, ARINC, RS-488, IP, serial and Fiber Channel.
