Overview:

The Head of Human Resources Operational Risk, Budget and Data Management reports to the HR COO and wide-ranging collaboration with a variety of stakeholders within Americas and the Group. This is both a hands-on and strategic role that will assist HR in effectively managing operational risk and Employee Data Management operations as well as being involved in the planning and implementation of initiatives to support the HR strategy in his/role as deputy to HR COO.

The individual will be responsible for managing two teams: Operational Permanent Control (OPC) team and Employee Data Management (EDM) team. Responsibilities includes the supervision of the team members, facilitating their engagement and providing the appropriate coaching to support their development.

* OPC team duties: work extensively with all HR teams to develop, enhance and monitor the HR control framework

* Monitor operational risk incidents and ensure complete remediation.
* Coordinate the deployment and monitoring their execution while promoting the continuous improvement of the HR controls.
* Track internal audit recommendations to ensure diligent closing, providing appropriate guidance to HR teams when relevant.
* Collaborate with the Risk and Audit teams and with the various CIB US, Canadian, Brazil and Latin American HR teams

* EDM team duties: Administration of employee data in HR systems, ensuring continuous quality of data and ensuring that they are up to date.

Additionally to the management of the two teams under responsibility, The individual will

* Manage the HR budget, which includes the preparation and monitoring tasks along with presentations to HR management
* Monitor the invoicing process for HR expenses
* Ensure enforcement of the Personal Data Protection governance in HR
* Work closely with the Head Office team in France who design the control plans and the Group procedures for Human Resources

Responsibilities:

The Head of HR Operational Risk, Budget and Data Management ensure HR complies with the Group and the CIB (Corporate and Institutional Banking) division guidelines in regards to Operational Risk, Budget, Personal Data Protection and Employee Data Management.

The individual oversees the teams responsible for performing the activities listed below as part of their mandate.

As Deputy to the HR COO:

* Partner with the COO to plan and enable the effective delivery of the HR strategy, collaborating or taking the lead on associated projects
* Manage the budget for HR and coordinate with all relevant stakeholders in HR and Finance
* Act as back-up for HR COO

As Head of Operational Risk:

* Develop, enhance and monitor the HR control framework, based on Group HR Control plan
* Monitor operational risk incidents and ensure they are remediated
* Track outstanding internal audit recommendations and provide guidance to HR teams on their closure
* Continuously develop the Risk & Control Self-Assessment (RCSA) framework
* Coordinate with both all AMER countries and Head Office in France on all aforementioned topics
* Report to local management on all of the above (monthly HR Controls meeting to HR Exco and quarterly HR Controls & Governance dashboard)
* Ensure HR procedures are updated
* Act as primary liaison between HR and the Risk team
* Promote best practices in terms of operational risk management
* Train HR teams on operational risk
* Collaborate with Bank of the West to establish a consistent control framework throughout the IHC

As Business Manager:

* Prepare the annual budget submissions along with all HR teams (headcount and discretionary expenses)
* Track monthly actual vs budgeted expenses and headcount and share them with the relevant teams
* Present the monthly HR Budget follow-up meeting
* Manage the monthly and year end accrual and reclassification process
* Monitor the invoicing process for relevant HR expenses
* Maintain the Business Continuity Plan for HR, coordinate the Disaster Recovery Exercise for HR when relevant

As HR Personal Data Protection Officer:

* Enforce HR governance on Personal Data Protection across HR AMER, advise and supervise accordingly
* Act as the Single Point of contact for HR AMER on Personal Data Protection matter for CIB US towards HR Group and Local Management
* Lead appropriate initiatives to reinforce data privacy in HR and partner with the Risk Data Protection officer, Enterprise Data Management (EDMS) and Record Management (RMO) teams on this matter

As Head of Employee Data Management:

* Ensure that HR employee data is handled / administered throughout the on boarding/ transfer / off boarding of employees and outsourced hires, I9 verifications are processed, liaise with adequate stakeholders
* Ensure that HR employee data are maintained for all employees personal data into HR systems (data updates, dual-employment certifications, maintaining employees' files)
* Enforce data governance (data reconciliations, coordination with auditors, ensuring HR data quality and accuracy)

Required Qualifications:

* At least 8 years of experience as Operational Manager
* Experience in Finance/Budget is a key asset
* Ability to drive transversal projects/ project management skills
* Ability to partner with internal HR stakeholders and external teams (Transversal OPC, Risk, IG, Finance, EDMS, Business Continuity Management)
* Strong analytical and organizational skills
* Excellent written and oral communication skills, with the ability to explain complex issues clearly and concisely to audiences of varying technical or accounting levels in English
* Proven record of working with and presenting to senior management
* Experience working with stakeholders in multiple countries
* Management experience required

Preferred qualifications:

* Knowledge of Operational Risk management is a plus
* Knowledge of BNPP group and banking activities is a plus
* French speaker is a plus (as the role involves frequent communication with French stakeholders)
