Northrop Grumman Defense Systems Sector is seeking a Sr. Principal Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Compliance Officer to join our growing team of diverse professionals in either Mesa, Arizona, or Plymouth, Minnesota. The selected candidate will be the lead point of contact for the Armament Systems Business Unit (BU) to ensure ATF compliance with applicable laws and implementing regulations, including the National Firearms Act of 1934 (NFA), the Gun Control Act of 1968 (GCA), the Safe Explosives Act of 2002 (SEA), the Organized Crime Control Act of 1970 (OCCA), and the Arms Export Control Act of 1976 (AECA).
Responsibilities:
* Leverages knowledge of regulatory cross-over issues between the NFA, GCA, SEA, OCCA, and AECA to measure and/or mitigate potential business impact
* Supports, mentors, and develops diversified individuals in the management of ATF compliance and responsibilities at the facility level
* Reviews variance requests, exemption requests, hardware determinations, import permits, and conducts new program pursuit assessments
* Ensures timely and accurate recordkeeping of applicable firearms and explosives acquisitions and dispositions
* Manages and oversees Federal Firearms License (FFL) / Federal Explosives License (FEL) renewals/close-outs, trade names, and required state permits
* Supports ATF site inspections (includes preparation activities and post audit corrective actions ndash; internal and external)
* Enforces compliance, creates corrective actions, and manages program recovery
* Manages escalation process for issues and briefs BU leadership accordingly
* Assesses and provides guidance to BU leadership on ATF compliance resource management and needs
* Leads implementation of process improvement
* Assesses GCA/SEA Prohibited Category employee denials with coordination from Human Resources
* Ensures BU procedures and work instructions adhere to sector-level policies
* Provides BU training and tools
* Provides support to the Defense Systems Sector ATF Compliance Manager for special projects as needed
Qualification
Basic Qualifications:
* Must have one of the following:
* High school diploma or GED with a minimum of 14 years of criminal justice, legal, contract administration, and/or regulatory/compliance experience
* Bachelor rsquo;s degree with a minimum of 10 years of criminal justice, legal, contract administration, and/or regulatory/compliance experience
* Master rsquo;s degree with a minimum of 8 years of criminal justice, legal, contract administration, and/or regulatory/compliance experience
* Must have or be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance
* Must be able to obtain a Responsible Person clearance on Federal Firearms and Federal Explosives Licenses
* Must be able to work on-site in either Mesa, Arizona, or Plymouth, Minnesota
* Must be able to travel as needed (up to 25% of the time)
Preferred Qualifications:
* Advanced degree in Criminal Justice, Business, Law or related compliance discipline
* Active DoD Secret security clearance
* Experience and working knowledge of ATF rulings, regulations and licensing/permit requirements (and prior experience specific to NFA firearms and destructive devices)
