Job Summary:
An excellent opportunity exists within the Estimating Organization for a Front Line Manager of Proposal Analysis supporting the Strategic Missile Defense Mission Area. The estimating organization is responsible for the preparation of various types of proposals for development, competitive, change order, and follow-on production contracts. In addition, the Estimating Organization supports gate reviews, Government audits, and negotiations with the customer.

Responsibilities to Anticipate:

* Proactively lead/support all estimating activities across assigned programs
* Develop creative strategic approaches to product pricing with an emphasis on affordability (ensures approach is consistent with affordability targets and adequately described in proposals)
* Ensure alignment with the financial objectives of program directors and program managers across the product line (proposal priorities, booking priorities, pricing strategies, etc.)
* Proactively communicate priorities/requirements to Contracts Operations and SCM Product Line Directors (as appropriate to ensure alignment and the overall proposal process is efficient and functional inputs are timely)
* Continuously assess current and future proposal requirements to ensure resources are available
* Deploy and rebalance team as needed to ensure all program proposal needs are adequately supported
* Ensure compliance with FAR and internal estimating requirements (primarily FAR 15.408, Table 15-2)
* Conduct performance reviews, provide guidance and other appropriate supporting duties to direct reports which will be located in multiple geographical areas
* Ability and willingness to gain special access clearance to manage activities as appropriate

Qualifications You Must Have:

* Bachelors Degree Finance, Accounting, Economics, Mathematics or related
* 6 years Estimating and/or Finance experience, or related field
* Strategic thinker, demonstrated leadership skills, strong organization skills, attention to detail, and analytical abilities
* Familiar with Microsoft Office products (Word, PowerPoint, Excel)

Qualifications We Value:

* Advanced degree in Business, Finance, Accounting or other applicable field
* Prior Lead and/or managerial experience is highly desired
* Demonstrated ability to consistently meet deadlines in a schedule driven environment
* Effective planning and scheduling skills that lead to the completion of proposal efforts in accordance to customer and company requirements
* The ability to work well in cross-functional teams
* Intermediate knowledge of Excel (i.e. basic formulas, lookup functions, pivot table, filtering/sorting, etc.)
* Strong oral and written communication skills
* Working knowledge of common industry pricing tools such as: ProPricer or ACES
* Advanced knowledge of internal and external regulations governing the submission of company proposals (i.e. FAR Part 15 and the RMD Cost Estimating Manual)
