This position is responsible for developing an integrated centralized schedule and resource plan that promotes integrated decisions, improves forecasting ability and optimizes resource utilization throughout the Electric Operations service territory. This position is also responsible for the organization and management of the Electric Operations field workload through accurate forecasting, staffing calculations, and scheduling and management reports. This position ensures that work plans and schedules facilitate timely and cost-effective completion of all capital workload including new business, compliance and mandated work, system reliability, and maintenance and construction. This position establishes guidelines for integrating schedules for engineering/design, planning and construction activities relating to the Project Management Department and coordinates the roll up of work plans/schedules for all Electric Operations Maintenance & Construction activities. Works with Contract Services to ensure that sufficient contractor resources are available to meet Electric Operations needs. Assists with the development of overall contractor strategy within Electric Operations and analyzes contractor resource levels.
Essential Functions:
* Oversees the centralized Master Schedule (Annual Plan) for Electric Operations to improve organizational performance and promote integrated decisions regarding project completion.
* Oversees the work planning/scheduling process including preparation and prioritization of work plans and schedules, resource and materials requirements and forecasts, and coordinates with other processes for optimal resource utilization.
* Ensures overall data integrity and adherence to scheduling standards for all Substation, Transmission and Distribution projects for Electric Operations.
* Responsible for the integrated resource plan and schedule to execute the Electric Operations annual work plan including engineering and design support for timely delivery of project plans, specifications, drawings and permits. Develops an annual forecast of internal and external resource needs.
* In collaboration with other directors and managers, sets the direction of contract strategy and contract management philosophy to minimize cost and maximize quality and timeliness.
* Develops structure, governance and security levels within the scheduling tool (Primavera) to ensure consistent report outs.
* Responsible for integrated analytical assessment of internal and external resources to drive project completion.
* Identifies, develops and implements work process and best practices for overall planning and scheduling.
* Manages the preparation for, and execution of, restoration efforts in collaboration with other Electric Operations directors and managers.
* Manages performance by reviewing and evaluating work of employees. Builds consensus and communicates performance measures and expected performance levels. Assesses and improves team and employee performance through coaching.
* Oversees development of area staff. Develops a mindset of ownership and employee accountability for outcomes and consistent level of productivity and quality of work.
Technical Knowledge/Skill/Education/Licenses/Certifications:
Technical Knowledge/Skill:
Requires extensive knowledge of transmission and distribution issues and activities within the electric utility industry.
Primavera and Maximo experience preferred.
Process improvement-Green/Yellow/Black belt with proven track record for optimizing processes.
Education:
Requires a Bachelors Degree in Engineering, Business, related discipline or equivalent experience. MS in Engineering or MBA preferred.
Experience:
Ten (10) to twelve (12) years of related experience is required. Experience in managing or supervising groups engaged in transmission/distribution or related activities is preferred. Demonstrated experience in developing a union workforce and process re-engineering is also preferred.
Working Conditions:
* Must be available to work emergency restoration assignment as required.
* Must be available to travel between MA/CT/NH as necessary.
