Are you looking for an opportunity to work in the Regulatory Affairs department of Enbridge Gas? We are currently looking for a Director to join and lead the team.
The successful candidate will be responsible for internal and external relationships to ensure rate case and certificate information is received and filed timely and lead the team in developing rate case/rate design and certificate filing approaches and strategies. The Director will be considered the rate's expert for assigned pipelines and should possess the knowledge of the fundamental details of the cost of service and rate base.
While in this role you will be responsible for certificate filings in accordance with the Code of Federal Regulations for existing natural gas facilities as well as new commercial development projects. The Director will also be responsible for the development and execution of Enbridges rate case/settlement strategy for the assigned US regulated gas pipelines to ensure a beneficial rate and revenue outcome for the company.
What You Will Do
* Determines the regulatory strategy for rate case timing and execution. Oversees the development of the model, statements, data requests and schedules for cost of service and rate base to produce rates in accordance with rate case filings, and rate design changes.
* Possesses a deep understanding of the operations of the pipeline and related rate computations and articulates to rate proceeding participants the details of rate design, cost of service and rate base.
* Determines the regulatory strategy for significant expansions and/or abandonments of facilities and/or services and works closely with business development or other departments to ensure rates structure and execution of work is fully compliant with regulatory requirements.
* Oversees the timely preparation of major project applications to ensure timely processing by the Federal Energy Regulatory Commission (FERC), Department of Energy (DOE) and other regulatory agencies, as necessary.
* Ensures the development of the team by providing direction and guidance on rate case related issues, project certificate filings, as well as opportunities for exposure to other departments/leaders within the organization
* Oversees the preparation and review of notifications, approvals, responses to data requests, as well as compliance reporting requirements pursuant to the Code of Federal Regulations and other state and federal requirements.
* Oversees the preparation and review of quarterly, semi-annual and annual regulatory filings, including fuel/electric trackers, index of customers, entitlements and PCB reporting/communication to customers.
* Reviews financial reports prepared by the accounting department for submission to regulatory agencies.
Who You Are
* Bachelor Degree in Accounting, Business, Economics/Finance, Engineering, Law, or equivalent.
* Minimum of ten years of natural gas industry experience
* Five or more years of directly related Regulatory experience
* Excellent influencing and listening skills to deal effectively with all levels of employees and management
* Excellent ability to develop collaborative working relationships with internal and external stakeholders
* Excellent ability to speak and write in a clear, concise, and organized manner, and to effectively prioritize work and solve problems
* Excellent finance skills and concepts; proficient in Excel
* Excellent knowledge of Enbridge and its natural gas assets
Working Conditions:
* Office environment with average work hours in the range of 40+ hours per week
* Requires some travel (20%) to meet with FERC Staff and to attend customer meetings; May include travel to Canada
Physical Requirements (Office)
Grasping, kneeling, light moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.
