Summary:
The Health and Safety Specialist is responsible for implementing and maintaining safety, and health programs in compliance with federal, state, and local regulations as well as Company requirements.
Principle Duties & Responsibilities:
* Assists in the development, implementation and compliance of safety programs and work procedures, associated with federal, state, and local regulations and Company policies
* Analyze, summarize, and report all necessary EHS data
* Prepare, implement, and review EHS manuals, programs, procedures, and standards
* Assist in the preparation, scheduling, and conducting of emergency drills and exercises
* Provides status updates and recommendations to management on program and policy development for safety, quality, and environmental compliance programs
* Maintain a daily field presence including conducting inspections, training, and verifying compliance
* Develop safety communication/reporting processes and safety strategies and oversee their implementation
* Maintain effective communication with all levels of employees, management and applicable Federal, State, and Local regulatory agencies and consultants
* Coordinate audits and agency inspections
* Conduct on-site facility audits to determine compliance with air permitting and compliance requirements
* Implement operational compliance measures as required by new regulations
* Provide/assist in training to operations as identified by HSE team
* Assist in investigation of any spills and air releases to meet all reporting requirements
* As directed, analyze and evaluate compliance issues related to operations and develop/implement corrective action to resolve potential problems
* Provide support in the development and implementation of JHA's (Job Hazard Analyses) for both routine (operation and maintenance) and non-routine tasks
* Liaison with regulatory and other external parties
* Develop departmental goals and objectives
Education & Experience:
* BS degree in Occupational Safety and Health, or Four (4) years of oil and gas operations experience with involvement in HSE programs
* Previous successful work experience in a safety compliance position is preferred
Knowledge Skills & Abilities:
* Must demonstrate a working knowledge of OSHA regulations. DOT experience is a plus.
* Familiarity with PSM and RMP regulations is a plus
* Candidate must be able to interface effectively with governmental agencies, regulating boards, third parties, contractors, and lawyers
* A high level of technical knowledge is desired, including the ability to be innovative and creative while utilizing technical resources to address complex compliance issues related to liquid and bulk material handling facilities.
* Must possess and maintain a valid driver's license and a driving record satisfactory to company and insurers
* Must be able to successfully complete and pass of company drug screen, background check and respirator fit test
* HAZWOPER 40-hr certification preferred
* Possession of a valid drivers license
* Excellent written and verbal communication skills
* Ability to adapt quickly to a fast-paced & dynamic work environment
* Ability to interact effectively with all levels of management and staff
* Must have an intermediate proficiency with Microsoft Office Applications including Word, Excel, Outlook, and PowerPoint
Physical Demands and Working Conditions:
* Work while standing, sitting, lying down, crouched or kneeling
* Speak, read & write English proficiently and deliver and/or interpret a variety of instructions furnished in written, verbal, diagram or schedule form
* Raise/lift items from ground level and lift up to X lbs.
* Understand and communicate safety precautions when necessary
* Work on a call-out rotation with 24/7 response
* Wear special safety equipment (PPE) while working
* Work indoors and outdoors, in and around industrial and electrical equipment
* Work in temperature extremes due to weather conditions and operating equipment
* Must have dexterity in the use of tools and equipment
* Climb equipment and work at various heights
* Use physical force to lift, push, pull & hold equipment and tools
* React to conditions, alarms & beacons using olfactory senses

SMLP has an equity investment in and operates Double E Pipeline, LLC, which is developing natural gas transmission infrastructure that will provide transportation service from multiple receipt points in the Delaware Basin to various delivery points in and around the Waha Hub in Texas. SMLP also has an equity investment in Ohio Gathering, which operates extensive natural gas gathering and condensate stabilization infrastructure in the Utica Shale in Ohio.
We generate a substantial majority of our revenue under primarily long-term and fee-based gathering agreements with our customers. The majority of our gathering agreements are underpinned by areas of mutual interest (“AMIs”) and minimum volume commitments (“MVCs”). Our AMIs provide that any production drilled by our customers within the AMIs will be shipped on our gathering systems. The MVCs are designed to ensure that we will generate a minimum amount of gathering revenue over the life of each respective gathering agreement. The fee-based nature of the majority of the gathering agreements enhances the stability of our cash flows and limits our direct commodity price exposure.
Since our formation in 2009, our management team has established a track record of executing this growth strategy through the acquisition and subsequent development of DFW Midstream, Grand River, Bison Midstream, Polar & Divide, Mountaineer Midstream, Summit Utica, Niobrara G&P, Summit Permian, and Double E Pipeline.
