Job Description and Qualifications

Air Products Inc., a Fortune 500 manufacturer of industrial gases, has an opening for a Pipeline Compliance Manager at its LaPorte, TX facility.

You should be familiar with US Department of Transportations 49 CFR 190, 191, 192, 194, 195, 199 and Part 40, the pipeline safety regulations surrounding gas and liquids pipelines as well as provincial regulations in Alberta and Ontario Canada. You will serve as the central resource for pipeline safety regulatory compliance activities. You will censure the development and implementation of the company Safety Management System as well as work in an advisory capacity with process SMEs to ensure compliance with regulatory requirements including, Emergency Plans, Operator Qualification Program, Drug and Alcohol Policy, Control Room Management, Public Awareness Program, Damage Prevention Program and O&M Annual Reviews. This position is located at the Air Products Pipeline office in LaPorte, TX. You will work closely with the North American Pipeline Manager, Pipeline Engineers, Pipeline Supervisors, and Integrity Management Program Manager.

Responsibilities of the position include:

* Serves as a SME and resource for federal, provincial and state regulations.
* Provides visible leadership and direction in the development of pipeline safety regulatory compliance programs, policies, and procedures, both in the office and in the field.
* Facilitates Federal and State pipeline audits and inspections, including coordinating of scheduling, audit preparation activities and collection of audit question response data
* Coordinates, compiles, and submits responses to agency inquiries and enforcement actions.
* Communicates regulatory changes and program status to all levels of the organization as required.
* Direct the interpretation of regulatory policies and rulemaking and assess risk associated with Companys position.
* Establish, track, and monitor regulatory compliance action items. Prepare metrics. Develop and communicate reports on compliance program metrics and effectiveness.
* Develop, implement, and conduct training on regulatory matters including changes to regulations.
* Lead internal audits of pipeline safety compliance programs, prepare analyses, and identify gaps. Communicate results and action items as required.
* Provide guidance and monitor compliance with Projects and Asset Integrity regulatory requirements.
* Lead a team of specialists responsible for program management of Public Awareness, Damage Preventions, Control Room Management, Drug and Alcohol, Operator Qualification, Emergency Plans and O&M Annual Review.
* Interacts with external stakeholders regarding compliance with state, provincial and federal pipeline safety regulations.
* Ensures all state and federal agency filings are completed by, including DAMIS, Annual Reports, school proximity reports and state permitting
* Prepare annual budgets, forecasting, vendor management, and schedule for all pipeline safety compliance related activities.

Other Qualifications:

* Excellent verbal and written communication skills.
* Ability to provide a positive, professional and solutions-oriented approach with employees, management, department leads, regulatory officials, and the public.
* Maintain a professional network of industry professionals and membership in related industry organizations, coalitions and consensus teams
* Computer skills including SAP, eMOC, databases, mapping/GIS.
* Proficiency in the use and application of Microsoft Office (Excel, Word, PowerPoint, Outlook, SharePoint and TEAMs).
* Ability to travel throughout North America

Minimum Qualifications:

* 5 -10 years experience in pipeline compliance.
* Bachelor's Degree from an accredited four-year university or college or equivalent combination of formal education and job-related experience.
