JOB DESCRIPTION
We are looking for a talented Agile Project Managers to join our Project Management Services team on an IT operations project supporting DHS USCIS. The candidate will provide project management support for large enterprise operations and maintenance. Candidate will be responsible for project management tasks that are associated with designing, configuration, and installation support for large enterprise IT projects. This position ensures that all projects, designated by government are completed to specification, within an established time frame and budget.
This position works under the general guidance of the EIOSS Program Manager, Project Management Team and USCIS EID PMs and other stakeholders, in an Agile. DevSecOps fast-paced, rapidly changing, collaborative environment, and requires strong troubleshooting and analytical skills, strong critical thinking, complex problem solving, appropriate judgment, and decision-making skills.
RESPONSIBILITIES & DUTIES
* Provide oversight, guidance, direction, and leadership to all contracted team members assigned to individual projects
* Provide briefings to leadership, create reports and documentation on demand, ensure deliverable compliance, and interface between customer organization and team members
* Provide overall responsibility for the success of the project team(s) effort. This includes managing staff tasks, processes and project initiation, planning, design, execution, monitoring and controlling all collaborative efforts reeled to projects.
* Work with the Project management team, to provide effective and efficient management of the Contractor's effort
* Conduct regular Agile Ceremonies such as Daily standups, SCRUMs and/or checkpoints to determine progress and address any questions or challenges regarding the IT projects
* Create and deliver presentations, and represent the team in briefings and in presentations
* Experience with leading and managing Waterfall and Agile/DevOps project teams and processes
* Experience with leading, managing, and working in an ITIL v3 or v4 framework to deliver enterprise services
* Effective time management skills and the ability to work under pressure to meet schedules and deadlines, to multi-task, to plan, organize and prioritize work assignments and pay close attention to detail
* Fully engaged in the implementation of a DevOps practices for supporting IT
* Develops work plan/schedule, technical project plans, project and task order level reporting.
* Attends customer meetings and serves as a client liaison.
* Coordinates development of project deliverables, generates monthly reports including technical status, management performance, and financial projection.
* Work in an Agile Kanban/Scrum environment and teams working in Waterfall or Agile projects
* Assist and mentor junior members on the team
Required Qualifications, Experience, and Skills
* Bachelor's degree in Computer Science, MIS, related field or the equivalent and 6 years related experience or a MS and 5 years of experience or the equivalent
* 5+ years of IT Project Management, at least 5, of which shall be specialized in Enterprise IT services
* 5+ Experience managing a global enterprise mission critical service
* 4 years of experience, managing Federal IT projects with varied complexity, managing project budgets and risks,
* 2 year of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management
* 2 years' experience, using MS Project. Project Server, JIRA, Cost Management tools, TFS, Ticketing (ServiceNow, JIRA, Remedy)
* Specialized experience, ROM development, project development from inception to deployment
* Demonstrated ability to manage complex tasks and teams
* Experience working in a high-level collaborative environment and promoting a teamwork mentality
* Demonstrated ability to coordinate events, individuals and groups
* Experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting
* Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required
* Shall be knowledgeable of the guidelines provided by the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series, and ICD 801 policies
* Excellent written and verbal communication skills along with strong project management skills
* Demonstrated capability in managing multi- task projects involving various vendor and contractors of various types and complexity
* Familiarity with AWS, AZURE, Google Cloud Services, and other Cloud environments
* Familiarity with Agile, DevOps practices and ITIL processes
Preferred Education, Experience, and Skills
* Project Management Professional (PMP) certification
* Agile Certifications (CSM etc.,)
* US Citizen with DHS Public Trust suitability clearance/EOD
* Experience with any DHS agencies or entities
