Job Description:
The Lead for UAS Program Development will support L3Harris' Unmanned Aviation Solutions group by executing as a consultant to UAS industry customers seeking to develop programs for UAS operations. The position will lead the pursuit and execution of such projects and programs that will require subject matter expertise in both general aviation and UAS regulations, operations, and technical solutions. The Lead will further support UAS regulation and technical standards development with responsibility to facilitate alignment with L3Harris' technical solutions.
Responsibilities:
Develop Proposals and Execute Programs
* Delivers consulting project activities, ranging from client identification through final invoicing for medium- to long-term engagements requiring varied interpersonal and technical skills.
* Project management activities include interaction with company and client managers and cost/schedule monitoring, including use of Microsoft project and Earned Value Management
* Proposal responsibilities include leading teams through scope definition, work breakdown, project cost estimating, and proposal generation.
* May participate in sales and proposal presentations in addition to completing ongoing team account activities. Identifies additional product/services opportunities in customer organization.
* Lead projects and programs through system development lifecycle as required for delivering customer technical solutions: design, development, test, and implementation.
Perform Systems Engineering and Solution Definition
* Technical responsibilities include problem identification, system architecture definition, hardware/software specification and/or design.
* Use case development and functional requirements derivation for commercial solutions.
* Development of Concepts of Operation with associated performance requirements.
* Plan and perform safety risk management, specific operational risk assessment, and other related safety management system analyses, including related requirements and mitigations definition
Interpret and Shape UAS Regulations and Technical Standards
* Maintain knowledge of the National Airspace System including the operation of UAS, general aviation and airline operations, air traffic control systems and procedures, and applicable FAA policies and regulations concerning the safe operation of UAS in the NAS.
* Develop engagement plans and execute such plans related to shaping UAS regulations and technical standards, including committee participation and written responses to drafts with supporting analyses.
* Maintain relationships with key regulator stakeholders and facilitate engagement as required.
* Up to 25% travel as required
* May require on-call, weekend or otherwise irregular work hours depending on project and program needs
Minimum Qualifications:
* Bachelor's Degree in STEM, Business and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience.
Preferred Qualifications:
* Prior FAA employment experience
* PMP Certification
* FAA Licensed Private, Commercial, and/or Remote (UAS) Pilot
* Aviation systems background
* Aviation operations background
* Knowledge of FAA organization, policies, and safety practices
* At least 2 years of experience directly managing projects or programs involving planning, integrating and implementation of technical systems, software and equipment
* At least 4 years of experience performing systems engineering, including use case development, requirements definition, architecture definition, and specification definition
* Experience leading and delivering proposals to customers
* Knowledge of aviation regulation and technology standards with focus on commercial UAS
* Knowledge of National Airspace System Operations and Safety Management System
